住房公積金支持保障性住房建設(shè)融資模式研究

【摘要】:保障性住房建設(shè)是解決城鎮(zhèn)中低收入人群住房問題的主要手段之一,十二五期間我國規(guī)劃建設(shè)3600萬套保障性住房,使其覆蓋率達(dá)到20%。保障性住房建設(shè)必將成為未來一段時間內(nèi)房地產(chǎn)業(yè)的發(fā)展重點(diǎn),因此國家加大了對保障性住房建設(shè)的支持力度,“十一五”期間中央安排保障性住房建設(shè)專項補(bǔ)助資金高達(dá)1336億元,2011年以后更是有大幅度的提高。但是這與保障性住房建設(shè)動輒數(shù)萬億元的投資相比,只能是杯水車薪,,資金不足也嚴(yán)重影響到我國保障性住房的發(fā)展。住房公積金是國家為解決城鎮(zhèn)在職職工住房問題的另外一項政策,但是目前住房公積金的運(yùn)行存在資金使用效率不高、資金沉淀嚴(yán)重等問題,在開拓保障性住房建設(shè)融資渠道的過程中可以試圖將沉淀的住房公積金運(yùn)用到保障性住房建設(shè)中,而這也是本文的研究方向和重點(diǎn)。 本文首先分析了我國住房公積金制度和保障性住房建設(shè)的現(xiàn)狀及其存在的問題;然后以住房公積金支持保障性住房建設(shè)的切入點(diǎn),即住房公積金制度存在的主要問題(資金沉淀)和保障性住房建設(shè)存在的主要問題(資金缺口)存在的“救急式”巧合,從準(zhǔn)入性、技術(shù)、經(jīng)濟(jì)和動因等方面分析住房公積金支持保障性住房建設(shè)的可行性;隨后重點(diǎn)分析研究了住房公積金支持保障性住房建設(shè)融資模式的運(yùn)作,并就運(yùn)作過程的關(guān)鍵點(diǎn)控制進(jìn)行了分析;最后從法律制度、配套政策、組織建設(shè)等三個方面對我國住房公積金支持保障性住房建設(shè)提出了建議。通過本文的研究,以期為政府制定相關(guān)政策提供參考,同時為開發(fā)商參與保障性住房建設(shè)提供建議。
[Abstract]:The construction of affordable housing is one of the main means to solve the housing problem of urban low and middle income groups. During the 12th Five-Year Plan period, China plans to build 36 million sets of affordable housing. The construction of affordable housing will become the focus of real estate development in the future. Therefore, the state has increased its support for the construction of affordable housing. During the 11th Five-Year Plan period, the central government arranged a special subsidy fund of up to 133.6 billion yuan for the construction of affordable housing, which has been greatly improved since 2011. Compared with the trillions of yuan invested in housing construction, The housing accumulation fund is another policy of the state to solve the housing problem of urban employees. However, there are some problems in the operation of housing provident fund, such as low efficiency of fund use and serious deposit of funds. In the process of opening up financing channels for the construction of affordable housing, we can try to apply the precipitated housing accumulation fund to the construction of affordable housing. This is also the research direction and focus of this paper. This paper first analyzes the current situation and existing problems of housing accumulation fund system and indemnificatory housing construction in China, and then supports the construction of affordable housing with housing accumulation fund. That is, the main problems existing in the housing accumulation fund system (capital precipitation) and the main problems in the construction of affordable housing (funding gap) exist "emergency" coincidence, from access, technology, The feasibility of the housing provident fund supporting the construction of affordable housing is analyzed from the aspects of economy and motivation, and then the operation of the financing model of housing construction supported by the housing provident fund is analyzed and studied. Finally, some suggestions are put forward from three aspects of legal system, supporting policy and organization construction to support the construction of affordable housing in China's housing accumulation fund. In order to provide reference for the government to formulate relevant policies and provide suggestions for developers to participate in the construction of affordable housing.
