【摘要】：隨著全球氣候的變暖,低碳經(jīng)濟(jì)越來越被重視與關(guān)注,成為近年來經(jīng)濟(jì)學(xué)研究領(lǐng)域的熱點之一。尤其是在2009年哥本哈根會議的召開之后,“氣候變化”、“節(jié)能減排”、“低碳經(jīng)濟(jì)”等等名詞不斷出現(xiàn)在世界各大報刊。低碳經(jīng)濟(jì)的發(fā)展開始風(fēng)靡全球,低碳經(jīng)濟(jì)是以“低能耗、低污染、低排放”為標(biāo)志,而任何經(jīng)濟(jì)的發(fā)展都離不開金融的支持,金融作為優(yōu)化資源配置、調(diào)劑資金余缺的重要方式和重要手段,必然在低碳經(jīng)濟(jì)的發(fā)展過程中發(fā)揮重要作用,發(fā)展低碳經(jīng)濟(jì)己成為世界各國的共識。然而,對島嶼省份碳金融市場的研究目前并不多,本文主要通過以研究海南省碳金融市場為例,為其他省份碳金融市場的發(fā)展提供一定的借鑒意義。 本文主要通過比較分析方法對中外碳金融交易市場主體、客體、交易機(jī)制等進(jìn)行全面分析研究,并對海南省發(fā)展碳金融市場在中國的地位及差距進(jìn)行比較分析,得到其發(fā)展碳金融市場的優(yōu)勢及存在的差距。研究發(fā)現(xiàn)：中國碳金融市場的發(fā)展步伐仍然比較緩慢,無論是碳金融市場交易主體還是交易客體、交易機(jī)制等與國外碳金融市場相比,存在很大的差距；海南省連續(xù)五年在低碳競爭力排名中位居全國第一,但是由于海南省技術(shù)、人才、資金等的缺乏,在碳金融市場中交易量占比較低。 通過對中外碳金融市場的比較分析,針對海南碳金融市場的定位與自身優(yōu)勢,強(qiáng)調(diào)海南省碳金融市場的發(fā)展必須從以下幾個方面入手：大力推廣普及碳金融理念；加快建立海南氣候交易所；充分發(fā)揮資本市場對碳金融市場的支持,建立完善的碳金融組織服務(wù)體系；積極謀求交易定價權(quán)以提升碳交易市場地位；積極引進(jìn)發(fā)展碳金融市場的技術(shù)與人才；積極發(fā)揮商業(yè)銀行在碳金融市場的作用；建立健全支持碳金融市場發(fā)展的政策法規(guī)。
[Abstract]:With the global warming, low-carbon economy has been paid more and more attention. In recent years, economic research has become one of the hot spots. Especially after the Copenhagen conference in 2009, the terms "climate change", "energy saving and emission reduction", "low carbon economy" and so on have been appearing in various newspapers and periodicals all over the world. Economic development began to be popular all over the world, Low-carbon economy is marked by "low energy consumption, low pollution, low emission", and any economic development can not be separated from the support of finance. Finance is an important way and means to optimize the allocation of resources and adjust the surplus and shortage of funds. Must play an important role in the development of low-carbon economy, the development of low-carbon economy has become the consensus of the world. This paper mainly through the study of Hainan carbon financial market as an example to provide some reference for the development of other provinces carbon finance market. This paper makes a comprehensive analysis and research on the subject, object and trading mechanism of carbon financial market in China and abroad by means of comparative analysis, and makes a comparative analysis on the status and gap of developing carbon finance market in Hainan Province in China. The research finds that the pace of development of China's carbon financial market is still relatively slow, whether it is the trading subject or object of carbon finance market. Compared with the foreign carbon financial markets, there is a big gap between the trading mechanisms and the foreign carbon financial markets. Hainan Province ranks first in the country in terms of low carbon competitiveness for five consecutive years, but due to the lack of technology, talents, and funds in Hainan Province, In the carbon financial market, trading volume is relatively low. Based on the comparative analysis of the carbon finance market between China and foreign countries, and in view of the positioning and advantages of Hainan carbon finance market, it is emphasized that the development of Hainan carbon finance market must start from the following aspects: vigorously popularizing the concept of carbon finance; Accelerate the establishment of Hainan Climate Exchange; give full play to the support of the capital market to the carbon financial market; establish a sound carbon finance organization service system; actively seek the trading pricing power to enhance the status of carbon trading market; We should actively introduce the technology and talents to develop the carbon financial market, give full play to the role of commercial banks in the carbon financial market, and establish and improve policies and regulations to support the development of the carbon finance market.
