【摘要】：我國農(nóng)地抵押貸款很大程度上依賴于政策扶持,并沒有實(shí)現(xiàn)政策制定者的預(yù)期目標(biāo)。本文從我國農(nóng)地抵押貸款的現(xiàn)狀出發(fā),以廣東為視角,分析了推行農(nóng)地抵押貸款的體制障礙和預(yù)期效果。本文認(rèn)為,農(nóng)地管理的體制和機(jī)制約束限制了農(nóng)地抵押貸款的供求意愿。如何突破農(nóng)地抵押規(guī)模、農(nóng)地抵押權(quán)、責(zé)、利關(guān)系以及農(nóng)地流轉(zhuǎn)制度約束,將取決于推行農(nóng)地抵押貸款的政策目標(biāo)取向。要確保農(nóng)地抵押貸款政策實(shí)施效果,理論上需要摒棄地方政府主導(dǎo)的、以土地財(cái)政為目的的城鎮(zhèn)化發(fā)展思路,構(gòu)建和完善保護(hù)農(nóng)民、農(nóng)地交易市場(chǎng)和降低金融機(jī)構(gòu)風(fēng)險(xiǎn)的政策體系。
[Abstract]:The agricultural land mortgage loan of our country depends on the policy support to a great extent, and does not realize the expected goal of the policy maker. This article starts from the present situation of the agricultural land mortgage loan of our country, takes Guangdong as the angle of view, This paper analyzes the system obstacle and expected effect of carrying out farmland mortgage loan. This paper holds that the system and mechanism of farmland management restrict the demand and supply of agricultural land mortgage loan, and how to break through the scale of farmland mortgage, farmland mortgage, and responsibility. The interest relationship and the restriction of farmland transfer system will depend on the policy objective orientation of carrying out the farmland mortgage loan. In order to ensure the effect of the agricultural land mortgage loan policy, the local government should be abandoned in theory. The aim of urbanization is to construct and perfect the policy system to protect farmers, trade market of farmland and reduce the risk of financial institutions.
