【摘要】：隨著我國商品住房價格不斷高起，中低收入家庭對于商品住房的購買力日益下降，這些家庭已經(jīng)無法依靠自身能力在短時間內(nèi)妥善地解決住房困難問題因此，為了解決弱勢群體的住房困境，我國于1998年正式提出并實(shí)行經(jīng)濟(jì)適用房政策政策經(jīng)過一段時間地運(yùn)行確實(shí)為一部分中低收入家庭改善了住房條件但是，值得深思的是這一政策實(shí)施10多年以來并未完全達(dá)到預(yù)期的目的，政策也仍然存在許多具有爭議的地方，以上海市為例，經(jīng)濟(jì)適用房的供給對象供給價格供給形式出現(xiàn)了偏差，并導(dǎo)致政府供給與適用人群需求之間出現(xiàn)了矛盾，，政策出現(xiàn)了失效的情況，因此上海經(jīng)濟(jì)適用房政策還有待進(jìn)一步調(diào)整 為了進(jìn)一步對上海市經(jīng)濟(jì)適用房政策進(jìn)行科學(xué)有效地分析，本文在對國內(nèi)外文獻(xiàn)和學(xué)者研究成果進(jìn)行綜合梳理的基礎(chǔ)上，從理論分析入手，闡述了經(jīng)濟(jì)適用房的二重性經(jīng)濟(jì)適用房作為一種具有社會保障屬性的特殊商品，起到了保障中低收入家庭住房權(quán)利的作用，但也因其準(zhǔn)公共物品有限排他性與有限競爭性的特點(diǎn)，使一部分適用人群在競爭中被淘汰，無法獲得有效的供給要讓更多的適用人群能夠通過經(jīng)濟(jì)適用房政策改善住房條件，就必須以需求為導(dǎo)向?qū)?jīng)濟(jì)適用房政策進(jìn)行調(diào)整為了進(jìn)一步探究上海經(jīng)濟(jì)適用房政策出現(xiàn)政策失效與供需矛盾的原因，從而使政策調(diào)整更具科學(xué)性與有效性，本文對中國和上海經(jīng)濟(jì)適用房政策制定過程與實(shí)施現(xiàn)狀進(jìn)行分析，并對上海市某區(qū)某街道經(jīng)濟(jì)適用房政策適用人群進(jìn)行了抽樣問卷調(diào)查,針對經(jīng)濟(jì)適用房受益人群與經(jīng)濟(jì)適用房非受益人群兩個群體，分別設(shè)計(jì)不同的問卷內(nèi)容在問卷調(diào)查的基礎(chǔ)上，對供給形式偏差供給價格偏差供給對象偏差三類典型案例進(jìn)行個案調(diào)查分析，通過與個案樣本的交流與溝通，更深刻與理性地了解適用人群對于供給價格供給形式等方面的實(shí)際需求，問卷調(diào)查與個案分析所獲取的數(shù)據(jù)為分析上海經(jīng)濟(jì)適用房供給矛盾提供了有力的支撐 在對獲取的數(shù)據(jù)進(jìn)行分析之后，運(yùn)用麥克拉夫林互動理論模式剖析出上海市經(jīng)濟(jì)適用房政策實(shí)效性出現(xiàn)偏差政府供給與適用人群需求之間產(chǎn)生供需矛盾的原因文章最后，從原因出發(fā)，以數(shù)據(jù)為基礎(chǔ)，以需求為導(dǎo)向，對上海經(jīng)濟(jì)適用房政策的調(diào)整方向與調(diào)整方式了提出了調(diào)整思路
[Abstract]:With the rising of commodity housing prices in our country, the purchasing power of middle and low income families for commodity housing is declining day by day. These families can no longer rely on their own ability to properly solve the housing problem in a short period of time. In order to solve the housing plight of vulnerable groups, in 1998, China formally put forward and carried out comfortable housing's policy and policies. After a period of time, China has indeed improved housing conditions for some middle and low income families. What is worth pondering is that this policy has not completely achieved its intended purpose since it was implemented more than 10 years ago, and there are still many controversial aspects in the policy. Taking Shanghai as an example, comfortable housing's supply target has deviated in the form of supply price supply. As a result of the contradiction between government supply and applicable crowd demand and the invalidation of the policy, the policy of comfortable housing in Shanghai has yet to be further adjusted. In order to make a scientific and effective analysis of comfortable housing's policy in Shanghai, this paper begins with theoretical analysis on the basis of a comprehensive review of domestic and foreign literature and scholars' research results. As a special commodity with social security attributes, comfortable housing's duality comfortable housing plays a role in protecting the housing rights of low- and middle-income families. However, due to its limited exclusiveness and limited competitiveness of quasi-public goods, some suitable people are eliminated in the competition, and they cannot obtain effective supplies to enable more suitable people to improve their housing conditions through comfortable housing's policy. It is necessary to adjust comfortable housing's policy in a demand-oriented manner in order to further explore the reasons for the contradiction between policy failure and supply and demand in Shanghai comfortable housing policy, so as to make the policy adjustment more scientific and effective. This paper analyzes the process and actualization of comfortable housing's policy making in China and Shanghai, and carries out a sampling questionnaire survey on a street in a certain district of Shanghai, which is suitable for comfortable housing policy. According to the two groups of comfortable housing beneficiary and comfortable housing non-beneficiary, different questionnaires were designed on the basis of the questionnaire. Case investigation and analysis of three typical cases of supply form deviation, supply price deviation, supply object deviation, through communication and communication with individual samples, We have a deeper and more rational understanding of the actual demand of the applicable population for the supply price supply form and so on. The data obtained from the questionnaire survey and the case study provide a strong support for the analysis of the supply contradiction between comfortable housing in Shanghai. After analyzing the obtained data, the author analyzes the reasons for the contradiction between the supply and demand between the government supply and the applicable population demand in Shanghai comfortable housing policy by using the McLaflin interactive theory model, finally, the paper analyzes the reasons for the contradiction between the actual effect of comfortable housing policy in Shanghai and the demand of the applicable population. Starting from the reasons, taking the data as the foundation, taking the demand as the direction, the author puts forward the adjustment thought to the adjustment direction and the adjustment way of comfortable housing's policy in Shanghai.
