【摘要】：公共養(yǎng)老儲(chǔ)備基金的資產(chǎn)配置策略是以?xún)?chǔ)備基金的營(yíng)運(yùn)目標(biāo)為導(dǎo)向制定的。設(shè)定基準(zhǔn)投資組合、分散化的全球資產(chǎn)配置、重視新興市場(chǎng)與社會(huì)責(zé)任投資、再平衡策略與動(dòng)態(tài)資產(chǎn)配置策略并重等成為近年來(lái)各國(guó)共公告養(yǎng)老儲(chǔ)備基金資產(chǎn)配置的主要特征。基于全國(guó)社會(huì)保障基金的投資實(shí)踐,文章提出了制定差異化的資產(chǎn)配置策略以實(shí)現(xiàn)不同階段目標(biāo),投資監(jiān)管模式和資產(chǎn)配置策略同步創(chuàng)新以實(shí)現(xiàn)投資監(jiān)管與投資實(shí)踐良性互動(dòng),加快資產(chǎn)配置策略的全球布局以實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)套利和人口紅利套利,注重儲(chǔ)備基金的責(zé)任投資導(dǎo)向、凸顯養(yǎng)老金綠色投資功能的改革建議。
[Abstract]:The asset allocation strategy of the public pension fund is based on the operational objectives of the reserve fund. It sets the benchmark portfolio, decentralizes global asset allocation, and attaches importance to emerging markets and socially responsible investments. In recent years, rebalancing strategy and dynamic asset allocation strategy have become the main characteristics of asset allocation of pension fund, based on the investment practice of national social security fund. In this paper, the author puts forward a differentiated asset allocation strategy to achieve the objectives in different stages. The investment supervision model and asset allocation strategy are innovated simultaneously in order to realize the positive interaction between investment supervision and investment practice. Accelerate the global distribution of asset allocation strategy to realize regional economic arbitrage and demographic dividend arbitrage, pay attention to the responsibility investment direction of reserve fund, highlight the reform proposal of pension green investment function.
