【摘要】：本課題借鑒國(guó)內(nèi)外經(jīng)驗(yàn),就公共租賃住房建設(shè)、分配和管理制度創(chuàng)新作了積極探索。認(rèn)為,向占人口大多數(shù)的中低收入階層提供與之相適應(yīng)的公共租賃住房,應(yīng)該成為我國(guó)住房供給的主體。課題提出"將向中低收入者提供公共租賃住房作為基本國(guó)策、推進(jìn)多元化制度設(shè)計(jì)并加以貫徹、加強(qiáng)立法與權(quán)益保護(hù)"的政策建議,有一定的創(chuàng)新價(jià)值。希望本課題研究成果,能夠?yàn)槲覈?guó)和地方政府決策提供參考。
[Abstract]:This topic draws lessons from the domestic and foreign experience, has made the active exploration to the public rental housing construction, the distribution and the management system innovation, thinks, provides the suitable public rental housing to the low and middle income class which accounts for the majority population. It should become the main body of housing supply in our country. The subject puts forward that "to provide public rental housing to middle and low income people as the basic national policy, to promote the design and implementation of diversified system." The policy suggestion of strengthening the legislation and the protection of rights and interests has certain innovative value. I hope that the research results of this subject can provide reference for our country and the local government to make decisions.
