中國住房價格形成機(jī)制研究

【摘要】:自我國于1980年開啟住房制度改革以來,中國已經(jīng)在住房改革的道路上前進(jìn)了33年。在這33年的過程中,我國的房地產(chǎn)市場經(jīng)歷了從無到有、從小到大的發(fā)展過程,至今已成為關(guān)乎我國國計民生的重要產(chǎn)業(yè),在我國宏觀經(jīng)濟(jì)中起著舉足輕重的作用。33年來,我國形成了具有一定規(guī)模的住房市場,不僅深刻的改變了我國的城市面貌,極大地加速了城市化進(jìn)程,提高了城市化水平,更是顯著地提高了人民的生活水平和居住條件,給人民帶來了極大地福利。 我國的住房市場改革在取得巨大成就的同時,也逐漸顯現(xiàn)出一些問題。由于我國住房市場發(fā)展時間短,面臨的環(huán)境復(fù)雜,發(fā)展在曲折中前進(jìn)。自2003年以來,我國的住房市場逐漸暴露出總量失衡、結(jié)構(gòu)失調(diào)和價格上漲過快等諸多問題,加上中低收入家庭住房問題日益突出,成為百姓生活和國民經(jīng)濟(jì)持續(xù)健康發(fā)展的一大隱患。在住房市場的諸多問題中,住房價格是表現(xiàn)最直接、矛盾最突出的一個問題。在市場經(jīng)濟(jì)條件下,價格是調(diào)節(jié)供求關(guān)系的重要工具,價格機(jī)制對供求各方及相關(guān)利益主體的行為模式也有重要的調(diào)節(jié)作用。在這種背景下,對住房價格形成機(jī)制進(jìn)行研究,具有很強(qiáng)的現(xiàn)實意義。 考慮到住房價格的影響因素錯綜復(fù)雜,本文在結(jié)合國內(nèi)外學(xué)者的經(jīng)驗總結(jié)與當(dāng)前中國的實際情況的基礎(chǔ)上,主要選擇了土地交易價格、宏觀經(jīng)濟(jì)水平、居民可支配收入、住房市場相關(guān)利率水平、住房市場相關(guān)稅率水平、住房市場投資或投機(jī)水平、保障性住房市場這幾個關(guān)鍵因素作為中國住房價格形成過程中的主要影響因素進(jìn)行分析,研究不同因素從不同方面對中國住房價格產(chǎn)生的不同影響以及各個因素在住房價格形成過程中的作用機(jī)制。在分析過程中,針對不同影響因素采取不同計量方法進(jìn)行實證性檢驗。 本文的目的在于通過對影響住房價格的因素進(jìn)行逐一定性及定量分析,全面理清當(dāng)前中國住房市場中價格的主要影響因素,從市場機(jī)制的角度分析住房價格的形成機(jī)制。在分析的過程中,本文將政府和資本市場加入到了中國住房價格形成機(jī)制的分析中去,深度剖析住房價格形成的多層次原因。在分析的過程中,綜合運(yùn)用了面板數(shù)據(jù)模型、時間序列模型等多種計量模型,同時,運(yùn)用歸納推理的方法分析住房價格形成機(jī)制。 同時,在對中國住房價格形成進(jìn)行一般性分析的基礎(chǔ)上,本文還將住房市場細(xì)分為商品性住房市場與保障性住房市場兩大類別,根據(jù)兩個市場不同的市場屬性對住房價格形成過程進(jìn)行區(qū)分性分析。由于中國目前保障性住房建設(shè)存在數(shù)量短缺、結(jié)構(gòu)不完善等種種問題,考慮到未來中國在保障性住房建設(shè)方面的巨大前景與保障性住房本身對于國計民生的重要作用,對保障性住房價格的影響因素及形成過程進(jìn)行分析及闡述具有重要的意義。 最后,總結(jié)全文的內(nèi)容,提出中國住房價格形成機(jī)制的一般性結(jié)論,并對當(dāng)前情況下如何完善我國住房價格形成機(jī)制及解決當(dāng)前住房市場存在的問題提出意見與建議。
[Abstract]:Since China opened in 1980 the housing system reform, housing reform has been in the Chinese forward on the road for 33 years. In these 33 years, China's real estate market has experienced from scratch, from small to large development process, has become an important industry in our country is beneficial to the people's livelihood, in China's macroeconomic plays an important role in.33 years, our country has formed a certain scale of the housing market, not only profoundly changed our appearance of the city, greatly accelerated the city process, improve the level of city, it is remarkably improves people's living standards and living conditions greatly benefits to the people.
China's housing market reform has made great achievements, has shown some problems. Due to the time of the development of China's housing market, facing the complex environment, the development progress in twists and turns. Since 2003, China's housing market gradually exposed the imbalance of the total amount, structure and loss of prices rose too fast many problems, coupled with the housing problems of low-income families have become increasingly prominent, has become a great hidden danger for people living and the sustainable and healthy development of national economy. Many problems in the housing market, the housing price is the most direct, the most prominent problem of a contradiction. Under the condition of market economy, price is an important tool to regulate the relationship between supply and demand the price mechanism, also has an important role in the regulation of the supply and demand of the parties and stakeholders behavior patterns. In this context, the mechanism of the formation of housing price research, has a strong practical significance.
Considering the influence factors of housing price perplexing, based on domestic and foreign scholars summarize the experience of the actual situation and the current China on the main choice of the price of land transactions, the macroeconomic level, the disposable income of residents, the housing market interest rates, housing related tax rate, the housing market investment or speculation, security the key factors of the housing market as the main influencing factors of Chinese housing price formation in the process of analysis, the effects of different factors on housing prices have China from different aspects of the different effects of various factors on housing prices and the formation mechanism of the process. In the process of analysis, according to different affecting factors by different empirical measurement methods test.
The purpose of this paper is to analyze one by one through the qualitative and quantitative factors of the housing price, fully clarify the main factors influencing the price of Chinese in the housing market, analysis of the formation mechanism of housing price from the market mechanism. In the process of analysis, the government and the capital market into the analysis of the formation mechanism of housing price Chinese in depth analysis, multi-level housing price formation. In the process of analysis, the integrated use of the panel data model, time series model and other quantitative models, at the same time, using the method of inductive reasoning and analysis of the housing price formation mechanism.
At the same time, based on the general analysis of the formation of Chinese in housing prices, the housing market will also subdivided into commercial housing market and affordable housing market in two categories, according to the property market to two different market discriminative analysis on housing price formation process. Because China current affordable housing construction has a shortage that structure is not perfect and other problems, considering the future of Chinese in affordable housing construction has great prospects and affordable housing itself plays an important role in the formation and influence factors beneficial to the people's livelihood, the affordable housing price process has important significance analysis and elaboration.
Finally, we summarize the contents of the article, put forward the general conclusion of China's housing price formation mechanism, and put forward suggestions and suggestions on how to improve our housing price formation mechanism and solve the current housing market problems.
