【摘要】：城市基礎設施是一個城市經(jīng)濟發(fā)展的基礎，它決定了人民的生活質(zhì)量的物質(zhì)基礎，對國家經(jīng)濟的平穩(wěn)發(fā)展有著至關重要的作用。我國目前處于高速的發(fā)展階段，并將持續(xù)相當長的時間。這就會對基礎設施建設能否跟上國家發(fā)展腳步提出了嚴峻考驗。但是，在我國完善基礎設施建設的進程中始終存在融資不足、渠道單一的問題。 本文圍繞這一中心問題結合信托業(yè)自身靈活的運作方式和良好的外部因素，提出了利用信托產(chǎn)品緩解城市基礎設施建設項目中遇到的融資難的問題。信托業(yè)作為金融行業(yè)的四大支柱一，在融資速度、成本控制、風險管理、收益比較等方面有著其他三個行業(yè)所不具備的優(yōu)勢，，能夠成為城市基礎設施建設項目大規(guī)模融資的新型渠道，為節(jié)約政府的融資成本做出貢獻。文中通過模擬中原經(jīng)濟區(qū)的信托融資項目與廣西省欽州港工業(yè)園區(qū)基礎設施建設的政府投資手段相對比，通過SWOT分析法與傳統(tǒng)融資手段做出分析比較，列舉信托業(yè)優(yōu)勢、分析信托業(yè)劣勢，為政府融資參考提供了理論和數(shù)據(jù)依據(jù)。
[Abstract]:Urban infrastructure is the foundation of a city's economic development, which determines the material basis of people's quality of life and plays a vital role in the smooth development of national economy. And it will last for a long time. This will put forward a severe test whether the infrastructure construction can keep up with the pace of national development. However, in the process of improving the infrastructure construction in China, there is always insufficient financing. Single channel problem. This paper combines the flexible mode of operation and good external factors of the trust industry around this central problem. The trust industry as the four pillars of the financial industry, in financing speed, cost control, risk management. Income comparison and other aspects of the other three industries do not have the advantages, can become a new channel for large-scale financing of urban infrastructure projects. In order to save the financing cost of the government, the paper compares the trust financing project of the Central Plains Economic Zone with the government investment means of the infrastructure construction of Qinzhou Port Industrial Park in Guangxi Province. Through the analysis and comparison between the SWOT analysis and the traditional financing means, this paper enumerates the advantages and disadvantages of the trust industry, and provides the theoretical and data basis for the government financing reference.
