【摘要】：金融資源作為經(jīng)濟(jì)資源的核心，其配置效率直接影響到其它經(jīng)濟(jì)資源的使用效率，因此區(qū)域間和區(qū)域內(nèi)金融資源的配置效率對(duì)于整個(gè)經(jīng)濟(jì)資源的有效配置至關(guān)重要。而金融資源以銀行業(yè)為主導(dǎo)的我國(guó)，，銀行信貸無(wú)論從國(guó)民經(jīng)濟(jì)的貢獻(xiàn)度還是金融資源總量占比來(lái)看，均處于絕對(duì)的優(yōu)勢(shì)地位。鑒于信貸資金作為一種影響我國(guó)區(qū)域經(jīng)濟(jì)發(fā)展的核心資源，評(píng)價(jià)我國(guó)信貸資金在不同區(qū)域配置達(dá)到最佳經(jīng)濟(jì)效益的程度就顯得尤為重要。而研究和分析造成不同區(qū)域信貸資金配置效率差異的具體因素，也將為改善信貸資金區(qū)域配置效率指明政策方向。 本文首先通過借鑒國(guó)內(nèi)外已有的理論和實(shí)踐研究，分析了資源效率和信貸資金區(qū)域配置的一般理論。接著在對(duì)我國(guó)信貸資金區(qū)域配置現(xiàn)狀進(jìn)行分析研究的基礎(chǔ)之上，選用邊際生產(chǎn)力均等法，以我國(guó)各省市自治區(qū)1985-2009年間數(shù)據(jù)為樣本，對(duì)我國(guó)各省市自治區(qū)的信貸資金配置效率做出測(cè)度，并進(jìn)行橫向比較分析，分析表明，我國(guó)1985-2009年間及2008、2009兩年信貸資金區(qū)域配置效率總體呈現(xiàn)出穩(wěn)步上升趨勢(shì)，區(qū)域?qū)用鎰t表現(xiàn)為東部、西部、中部逐級(jí)遞減的趨勢(shì)，且僅有東部區(qū)域的效率值高于全國(guó)同期平均水平的態(tài)勢(shì)。之后，本文進(jìn)一步探究了我國(guó)信貸資金在區(qū)域配置效率上存在的問題，并通過構(gòu)建多元回歸模型對(duì)影響我國(guó)2008、2009兩年間信貸資金區(qū)域配置效率的因素作出進(jìn)一步規(guī)范分析和實(shí)證檢驗(yàn)。最后，本文在基于前文理論及實(shí)證分析的基礎(chǔ)之上，提出了提高我國(guó)信貸資金區(qū)域配置效率的政策建議：強(qiáng)化政府服務(wù)、引導(dǎo)職能，弱化對(duì)信貸市場(chǎng)的直接干預(yù)；強(qiáng)化我國(guó)銀行業(yè)市場(chǎng)化進(jìn)程，加快推進(jìn)國(guó)有商業(yè)銀行治理結(jié)構(gòu)改革；加快推進(jìn)放寬銀行業(yè)準(zhǔn)入監(jiān)管承諾，營(yíng)造競(jìng)爭(zhēng)性的信貸市場(chǎng)環(huán)境；加快推進(jìn)我國(guó)金融市場(chǎng)市場(chǎng)化進(jìn)程，拓寬融資渠道。
[Abstract]:Financial resources as the core of economic resources, its allocation efficiency directly affects the use of other economic resources. Therefore, the allocation efficiency of financial resources between regions and regions is very important for the effective allocation of the entire economic resources, and financial resources are dominated by the banking industry in China. Whether from the contribution of the national economy or the proportion of financial resources, bank credit is in an absolute dominant position. In view of the credit funds as a core resource that affects the development of regional economy in China. It is particularly important to evaluate the degree of optimal economic benefit of the allocation of credit funds in different regions in China, and to study and analyze the specific factors that cause the differences in the allocation efficiency of credit funds in different regions. Will also improve the efficiency of regional allocation of credit funds to show policy direction. First of all, this paper draws lessons from the existing theoretical and practical research at home and abroad. This paper analyzes the general theory of resource efficiency and regional allocation of credit funds. Then on the basis of analyzing and studying the present situation of regional allocation of credit funds in our country, we choose the method of equal marginal productivity. Taking the data from 1985 to 2009 as a sample, this paper measures the efficiency of credit allocation of provinces, municipalities and autonomous regions in China, and makes a horizontal comparative analysis, which shows that. From 1985 to 2009 and from 2008 to 2009, the regional allocation efficiency of credit funds in China has shown a steady upward trend, and the regional level is shown in the east and west. The trend of gradual decline in the central region, and only the efficiency of the eastern region is higher than the national average level of the same period. After that, this paper further explored the problems in the regional allocation efficiency of credit funds in China. And through the construction of multiple regression model to the impact of China's 2008 / 2009 two years of credit funds allocation efficiency factors to further normative analysis and empirical test. Finally. Based on the previous theory and empirical analysis, this paper puts forward some policy suggestions to improve the efficiency of regional allocation of credit funds in China: strengthening government services, guiding functions and weakening direct intervention in the credit market; Strengthening the marketization process of China's banking industry and speeding up the reform of the governance structure of state-owned commercial banks; Speeding up the liberalization of banking market access commitments to create a competitive credit market environment; We will speed up the process of marketization of our financial markets and broaden our financing channels.
