【摘要】：投資控制作為建設(shè)項(xiàng)目三大控制目標(biāo)之一,目前在我國(guó)還主要停留在施工階段的監(jiān)理工作中。實(shí)際上投資控制重點(diǎn)應(yīng)該是在設(shè)計(jì)階段,施工階段的投資控制效果遠(yuǎn)不如設(shè)計(jì)階段,因此,結(jié)合工程實(shí)際,探討全過(guò)程投資控制的理論和方法具有重要的指導(dǎo)意義。 論文主要研究了項(xiàng)目建設(shè)各個(gè)階段對(duì)投資控制的影響,提出了一種適合房地產(chǎn)項(xiàng)目投資控制的新型組織結(jié)構(gòu),特點(diǎn)是把投資控制部視為與總工辦、營(yíng)銷部同等重要的三大管理部門,并新設(shè)評(píng)審委,專門負(fù)責(zé)評(píng)審設(shè)計(jì)圖中落實(shí)限額設(shè)計(jì)的優(yōu)化方案、采購(gòu)招標(biāo)方案中控制投資的措施等；建立內(nèi)部限額設(shè)計(jì)責(zé)任制。將責(zé)任層層分解,明確每個(gè)人在限額設(shè)計(jì)中的職責(zé),倡導(dǎo)技術(shù)、經(jīng)濟(jì)、質(zhì)量總體實(shí)現(xiàn)投資控制的理念,結(jié)合香江房地產(chǎn)項(xiàng)目闡述了決策和設(shè)計(jì)階段投資控制的基本要素及投資控制措施；詳細(xì)探討了如何運(yùn)用限額設(shè)計(jì)和價(jià)值工程在設(shè)計(jì)階段對(duì)項(xiàng)目進(jìn)行投資控制；在招投標(biāo)階段,討論了招標(biāo)的概念、一般方式和程序；在施工階段,主要分析了如何控制項(xiàng)目的施工進(jìn)度、質(zhì)量和成本,以及產(chǎn)生投資偏差的原因和控制措施；在竣工結(jié)算階段,結(jié)合香江房地產(chǎn)項(xiàng)目,詳細(xì)分析了竣工結(jié)算階段應(yīng)采取的投資控制措施。
[Abstract]:Investment control, as one of the three control objectives of construction projects, is still mainly in the supervision of the construction stage in China. In fact, the focus of investment control should be in the design stage. The effect of investment control in construction stage is not as good as that in design stage. Therefore, it is of great significance to discuss the theory and method of investment control in the whole process combined with engineering practice. This paper mainly studies the impact of each stage of project construction on investment control, and puts forward a new organizational structure suitable for real estate project investment control, which is characterized by the investment control department and the general office of labor. Marketing Department is equally important to the three major management departments, and a new evaluation committee, specifically responsible for reviewing the design plan to implement the quota design optimization, procurement bidding plan in the control of investment measures; Set up the responsibility system of internal quota design. Decompose the responsibility layer by layer, clarify the responsibility of everyone in quota design, advocate the concept of technology, economy and quality to realize overall investment control. Combined with the Xiangjiang real estate project, this paper expounds the basic elements and investment control measures of investment control in decision-making and design stage. This paper discusses in detail how to use quota design and value engineering to control the investment of the project in the design stage. In the bidding stage, the concept, general methods and procedures of bidding are discussed. In the construction stage, it mainly analyzes how to control the construction progress, quality and cost of the project, as well as the causes of the investment deviation and the control measures. In the completion settlement stage, combined with the Xiangjiang real estate project, the investment control measures should be adopted in the completion settlement stage are analyzed in detail.
