【摘要】：氣候變化正由全球環(huán)境問題逐漸演變?yōu)榻?jīng)濟領(lǐng)域的重大問題。隨著國際上對碳排放的控制問題日益達成共識，碳排放權(quán)成為一種稀缺資源。近年來，國際上碳交易規(guī)�？焖贁U張，各國都在加快建立碳市場，越來越多的投資者和金融機構(gòu)涉足碳金融領(lǐng)域，以搶奪碳交易發(fā)展的先機與未來主導權(quán)。我國作為全球最大的碳排放國，擁有豐富的碳排放資源，面對國際形勢，，我們對參與碳交易市場建設不能置身度外，而應提前做好準備，大力實施發(fā)展。本文選擇蘊含巨大商機的中國碳交易市場發(fā)展建設作為研究標的，側(cè)重從國際比較以及借鑒中分析中國應如何選擇符合自身特點的發(fā)展路徑。作者首先從國內(nèi)碳交易市場的現(xiàn)狀作為研究起點，深入分析了我國碳交易市場建設中存在的問題。之后，對國際上較有代表性的碳交易市場進行了系統(tǒng)介紹，特別是注意從更加全面的角度說明國外各碳交易市場的不同成就、建設框架、存在的問題及面對的困境，總結(jié)了這些市場發(fā)展過程中的重要經(jīng)驗和啟示，通過比較分析，揭示碳交易市場發(fā)展規(guī)律，提出未來國際和中國碳交易市場發(fā)展方向。在此基礎(chǔ)上，從我國國情出發(fā)，明確我國碳交易市場建設應遵循的基本原則，并進一步提出我國政府、企業(yè)以及服務機構(gòu)的應對措施，提出了完善我國的碳交易市場的總體策略與具體對策。
[Abstract]:Climate change is gradually changing from the global environmental problem to a major issue in the economic field. With the international control of carbon emissions increasingly agreed, carbon emission rights have become a scarce resource in recent years. International carbon trading scale is expanding rapidly, countries are speeding up the establishment of the carbon market, more and more investors and financial institutions involved in carbon finance. As the largest carbon emitter in the world, China has abundant carbon emission resources. In the face of the international situation, we can not take part in the construction of carbon trading market. We should be prepared in advance and vigorously implement the development. This paper chooses the development and construction of China's carbon trading market which contains huge business opportunities as the research object. Focus on the international comparison and learn from the analysis of how China should choose the path of development in line with its own characteristics. Firstly, the author from the domestic carbon trading market as the starting point of the research. After in-depth analysis of the existing problems in the construction of China's carbon trading market, the more representative international carbon trading market is systematically introduced. In particular, from a more comprehensive perspective to explain the different achievements of foreign carbon trading markets, construction framework, existing problems and difficulties faced, summed up the development of these markets in the process of important experience and inspiration. Through comparative analysis, this paper reveals the development law of carbon trading market, and puts forward the development direction of international and Chinese carbon trading market in the future. On this basis, we proceed from the national conditions of our country. This paper clarifies the basic principles to be followed in the construction of China's carbon trading market, and further puts forward the countermeasures of our government, enterprises and service organizations, and puts forward the overall strategy and concrete countermeasures to perfect our country's carbon trading market.
