【摘要】：氣候變化正由全球環(huán)境問(wèn)題逐漸演變?yōu)榻?jīng)濟(jì)領(lǐng)域的重大問(wèn)題。隨著國(guó)際上對(duì)碳排放的控制問(wèn)題日益達(dá)成共識(shí)，碳排放權(quán)成為一種稀缺資源。近年來(lái)，國(guó)際上碳交易規(guī)�？焖贁U(kuò)張，各國(guó)都在加快建立碳市場(chǎng)，越來(lái)越多的投資者和金融機(jī)構(gòu)涉足碳金融領(lǐng)域，以搶奪碳交易發(fā)展的先機(jī)與未來(lái)主導(dǎo)權(quán)。我國(guó)作為全球最大的碳排放國(guó)，擁有豐富的碳排放資源，面對(duì)國(guó)際形勢(shì)，，我們對(duì)參與碳交易市場(chǎng)建設(shè)不能置身度外，而應(yīng)提前做好準(zhǔn)備，大力實(shí)施發(fā)展。本文選擇蘊(yùn)含巨大商機(jī)的中國(guó)碳交易市場(chǎng)發(fā)展建設(shè)作為研究標(biāo)的，側(cè)重從國(guó)際比較以及借鑒中分析中國(guó)應(yīng)如何選擇符合自身特點(diǎn)的發(fā)展路徑。作者首先從國(guó)內(nèi)碳交易市場(chǎng)的現(xiàn)狀作為研究起點(diǎn)，深入分析了我國(guó)碳交易市場(chǎng)建設(shè)中存在的問(wèn)題。之后，對(duì)國(guó)際上較有代表性的碳交易市場(chǎng)進(jìn)行了系統(tǒng)介紹，特別是注意從更加全面的角度說(shuō)明國(guó)外各碳交易市場(chǎng)的不同成就、建設(shè)框架、存在的問(wèn)題及面對(duì)的困境，總結(jié)了這些市場(chǎng)發(fā)展過(guò)程中的重要經(jīng)驗(yàn)和啟示，通過(guò)比較分析，揭示碳交易市場(chǎng)發(fā)展規(guī)律，提出未來(lái)國(guó)際和中國(guó)碳交易市場(chǎng)發(fā)展方向。在此基礎(chǔ)上，從我國(guó)國(guó)情出發(fā)，明確我國(guó)碳交易市場(chǎng)建設(shè)應(yīng)遵循的基本原則，并進(jìn)一步提出我國(guó)政府、企業(yè)以及服務(wù)機(jī)構(gòu)的應(yīng)對(duì)措施，提出了完善我國(guó)的碳交易市場(chǎng)的總體策略與具體對(duì)策。
[Abstract]:Climate change is gradually changing from the global environmental problem to a major issue in the economic field. With the international control of carbon emissions increasingly agreed, carbon emission rights have become a scarce resource in recent years. International carbon trading scale is expanding rapidly, countries are speeding up the establishment of the carbon market, more and more investors and financial institutions involved in carbon finance. As the largest carbon emitter in the world, China has abundant carbon emission resources. In the face of the international situation, we can not take part in the construction of carbon trading market. We should be prepared in advance and vigorously implement the development. This paper chooses the development and construction of China's carbon trading market which contains huge business opportunities as the research object. Focus on the international comparison and learn from the analysis of how China should choose the path of development in line with its own characteristics. Firstly, the author from the domestic carbon trading market as the starting point of the research. After in-depth analysis of the existing problems in the construction of China's carbon trading market, the more representative international carbon trading market is systematically introduced. In particular, from a more comprehensive perspective to explain the different achievements of foreign carbon trading markets, construction framework, existing problems and difficulties faced, summed up the development of these markets in the process of important experience and inspiration. Through comparative analysis, this paper reveals the development law of carbon trading market, and puts forward the development direction of international and Chinese carbon trading market in the future. On this basis, we proceed from the national conditions of our country. This paper clarifies the basic principles to be followed in the construction of China's carbon trading market, and further puts forward the countermeasures of our government, enterprises and service organizations, and puts forward the overall strategy and concrete countermeasures to perfect our country's carbon trading market.
