【摘要】：近年來隨著中國經(jīng)濟規(guī)模的逐漸擴大以及中國對外開放的深度和廣度不斷加大，資本與金融賬戶的逐漸開放已是一種必然的趨勢。由于經(jīng)濟全球化的主要推動力量之一就是金融一體化，而資本與金融賬戶的開放是實現(xiàn)金融一體化的前提條件。 經(jīng)濟全球化催生的全天候的跨境資本流動、全球化的國際資本交易。在實行經(jīng)常賬戶的自由化后，資本與金融賬戶領域不可避免會被經(jīng)常賬戶下的支付和交易侵入。這些都在實際上使得資本與金融賬戶的有效監(jiān)管和有效測量的難度加大，而且資本與金融賬戶監(jiān)管成本增加了。因此，在國際資本流動自由化的大背景下，準確的測量和研究我國資本與金融賬戶開放的進度是當前的一個非常重要課題。 盡管隨著我國確實具有了一定的資本與金融賬戶開放的條件，但微觀主體抵御風險的能力不強，金融體系尚不完善。因此，我們不可輕視開放過程中所潛在的風險，在開放的過程中存在著開放的進度難以準確測量與開放步伐難以把握等諸多問題。鑒于在資本與金融賬戶開放的進程中有可能會產(chǎn)生的相關(guān)風險以及問題，應當考慮到開放程度和速度要與我國發(fā)展和改革的現(xiàn)狀相適應的問題。 國內(nèi)外學者關(guān)于中國資本與金融賬戶開放程度的測量局限于當時的經(jīng)濟環(huán)境，使用的數(shù)據(jù)也較為陳舊，得出的結(jié)果對目前的中國資本與金融賬戶開放進度解析力不強。同時近一二十年來，國際經(jīng)濟危機和金融危機不斷，這其中很多危機是由于一些國家的資本與金融賬戶的開放步驟把握不當與開放的步伐過大。因此非常有必要對中國現(xiàn)階段的資本與金融賬戶開放進度進行再研究，以期能更加準確測量其開放進度，為監(jiān)管部門和決策部門提供一定的參考。通過比較分析測量方法，，本文將采取合適的測量方法來對中國現(xiàn)階段和過去一定時段內(nèi)的資本與金融賬戶開放進度進行測量，得出最新的資本與金融賬戶的最新開放程度。 資本賬與金融戶開放是一個循序漸進的過程，而其中包含眾多的金融工具以及潛在的金融交易。依據(jù)一國的實際的經(jīng)濟結(jié)構(gòu)以及目標，其開放的次序有非常多的可能性。在這些可能性中，找到最適合中國的開放次序是一件極具意義的事情。而一旦選擇的開放次序不合理就一定會對中國的經(jīng)濟造成極大的負面影響，所以資本賬戶與金融賬戶的開放次序的擇取十分重要。在資本與金融賬戶開放的過程中，具體到先開放那些項目，后開放那些項目，開放到何種程度都是非常難以把握的事情。國際上有很多由于資本與金融賬戶開放的次序選擇不當而導致經(jīng)濟危機的例子�，F(xiàn)在盡管中國已經(jīng)基本具有加快開放資本與金融賬戶的條件，但是國內(nèi)的經(jīng)濟主體較為脆弱，抵御風險的能力不強。因此在資本與金融賬戶開放的過程中擇取的開放次序?qū)χ袊?jīng)濟的長期穩(wěn)定和發(fā)展具有十分關(guān)鍵的作用。本文將結(jié)合對不同時期中國資本與金融賬戶測量的結(jié)果和我國現(xiàn)階段的經(jīng)濟結(jié)構(gòu)和目標來提出一些可供參考的次序安排。
[Abstract]:With the gradual expansion of China ' s economic scale and the increasing depth and breadth of China ' s opening to the outside world in recent years , the gradual opening of capital and financial account has become a necessary trend . As one of the main driving forces of economic globalization is financial integration , the opening of capital and financial account is the precondition for realizing financial integration . With the liberalization of the current account , the capital and the financial account should inevitably be paid and traded under the current account . These are in fact make the effective regulation and effective measurement of capital and financial account more difficult , and the capital and financial account supervision cost increases . Therefore , in the large background of the liberalization of international capital flow , accurate measurement and research on the opening of our country ' s capital and financial account is a very important topic . Although China does have certain conditions of capital and financial account opening , the ability of micro subject to resist risks is weak , and the financial system is not perfect . Therefore , it is difficult to accurately measure and open the pace of opening in the open process . In view of the risks and problems that may arise in the open process of capital and financial account , it should be considered that the openness and speed should be compatible with the development and reform of our country . At the same time , there are many crises in China ' s capital and financial account opening progress . In recent 20 years , the international economic crisis and the financial crisis are constantly changing , so it is necessary to study the opening progress of capital and financial account in some countries . The opening order of capital account and financial account is very important . In the process of opening capital and financial account , it is very difficult to grasp the opening order of capital account and financial account .
