【摘要】:我國住房公積金制度是在20世紀90年代初期國內(nèi)住房制度改革的浪潮中建立起來的。經(jīng)過二十幾年的發(fā)展,住房公積金制度的已經(jīng)得到不斷完善,各項業(yè)務(wù)得到穩(wěn)步發(fā)展,不僅積累了大量的住房資金,而且在解決居民住房問題、支持居民住房保障、增加住房供應(yīng)和加快住房金融發(fā)展等諸多方面發(fā)揮了重要作用。 我國住房公積金貸款是指商業(yè)銀行受住房公積金管理中心的委托,向繳納住房公積金的在職職工發(fā)放的住房消費貸款。自住房公積金制度建立以來,住房公積金貸款便成為住房公積金制度中最復(fù)雜、最重要的一項業(yè)務(wù)。住房公積金貸款經(jīng)過20多年的發(fā)展與改革,以其“低存低貸”的優(yōu)勢與商業(yè)銀行貸款共同筑起中國的住房金融體系,對幫助我國廣大職工家庭解決住房問題發(fā)揮了積極作用。 山西省早在1992年就建立了住房公積金制度,為全省公積金貸款的健康發(fā)展提供了基礎(chǔ)。伴隨著住房公積金制度的發(fā)展,山西省住房公積金貸款一直以來呈現(xiàn)增長的趨勢,住房公積金貸款額度逐年增加。盡管住房公積金貸款得到重視和利用,其仍存在個人貸款率偏低、貸款逾期率高和發(fā)展不均衡等諸多問題,這些問題主要是由于住房公積金覆蓋率低、貸款手續(xù)繁瑣等原因造成的。因此,我們應(yīng)當從完善公積金制度、加強住房公積金管理中心職責、提高貸款業(yè)務(wù)發(fā)展及加強公積金貸款風險管理等方面入手,從而不斷提高山西省住房公積金使用效率,降低公積金貸款風險。
[Abstract]:China's housing provident fund system was established in the beginning of 1990s in the wave of domestic housing system reform. After more than 20 years of development, the housing provident fund system has been constantly improved. Business has been steadily developed, not only accumulated a large number of housing funds, but also to solve the housing problem and support the housing security of residents. Increase housing supply and accelerate housing finance development and many other aspects have played an important role. Our country housing accumulation fund loan is the commercial bank receives the housing accumulation fund management center's entrustment, to pay the housing provident fund's on-the-job worker to issue the housing consumptive loan. Since the housing accumulation fund system established. Housing provident fund loan has become the most complex and important business in the housing provident fund system. Housing provident fund loan has been developed and reformed for more than 20 years. With its advantage of "low deposit and low loan" and commercial bank loans, the housing finance system of China has been built, which has played a positive role in helping the families of workers and staff to solve the housing problem. Shanxi Province established the housing provident fund system as early as 1992, which provided the foundation for the healthy development of the province's provident fund loan, and accompanied by the development of the housing provident fund system. Shanxi housing provident fund loans have been showing a growing trend, housing provident fund loans increased year by year. Although housing provident fund loans have been attached importance to and use, there is still a low personal loan rate. Many problems, such as high overdue rate of loans and uneven development, are mainly caused by low coverage of housing provident fund and cumbersome loan procedures. Therefore, we should improve the system of provident fund. Strengthening the responsibility of housing accumulation fund management center, improving the development of loan business and strengthening the risk management of accumulation fund loan, so as to continuously improve the efficiency of Shanxi housing provident fund and reduce the risk of accumulation fund loan.
