【摘要】：經(jīng)濟全球化進程加快使得世界范圍內(nèi)的科技競爭日益激烈，在這一新的挑戰(zhàn)與機遇面前，我國逐漸由勞動密集型向資本與技術密集型轉(zhuǎn)變。雖然改革開放以來，我國的經(jīng)濟成就舉世矚目，尤其在制造業(yè)領域中國已成為全世界的制造工廠，然而制造業(yè)附加值低且技術水平與發(fā)達國家仍存在較大差距，，這為中國的可持續(xù)發(fā)展及進一步提高其在全球的經(jīng)濟地位造成了一定障礙。 20世紀80年代，我國推出“863計劃”和“火炬計劃”，以國家撥款和銀行貸款形式向企業(yè)、研究開發(fā)機構(gòu)、大學提供資金支持，以促進高技術產(chǎn)業(yè)的發(fā)展，這是我國資本市場支持高技術產(chǎn)業(yè)發(fā)展的開端。隨著信息時代的到來，高技術產(chǎn)業(yè)作為國家的支柱產(chǎn)業(yè)其地位愈加不可替代，資本市場作為高技術產(chǎn)業(yè)融資的重要手段其作用也愈加凸顯。特別是進入21世紀以來，經(jīng)濟發(fā)展對于自然資源的消耗日益嚴重，環(huán)境污染不斷加劇，粗放型發(fā)展模式無法帶來經(jīng)濟的可持續(xù)發(fā)展，研究資本市場對于高技術產(chǎn)業(yè)發(fā)展的作用具有更加現(xiàn)實的意義。 本文在國內(nèi)外相關研究成果的基礎上研究我國特定情況下的資本市場對于高技術產(chǎn)業(yè)發(fā)展的作用。高技術產(chǎn)業(yè)方面采用國家統(tǒng)計局基于OECD高技術產(chǎn)業(yè)分類標準于《高技術產(chǎn)業(yè)統(tǒng)計分類目錄》中公布的高技術產(chǎn)業(yè)劃分類別；資本市場方面僅指經(jīng)營期限在一年以上的中長期資金借貸和證券業(yè)務的金融市場，包括銀行信貸市場、股票市場和債券市場。通過梳理近年來高技術產(chǎn)業(yè)發(fā)展現(xiàn)狀、資本市場發(fā)展現(xiàn)狀及資本市場對于高技術產(chǎn)業(yè)的支持現(xiàn)狀，并在此基礎上利用Eviews軟件通過對我國1995至2011年資本市場與高技術產(chǎn)業(yè)相關數(shù)據(jù)進行實證分析，以進一步探討資本市場對于高技術產(chǎn)業(yè)發(fā)展的作用。 最后通過對實證結(jié)果進行分析，并嘗試分別針對股票市場、銀行信貸市場及債券市場提出相應的政策建議，以進一步發(fā)揮資本市場的作用來促進高技術產(chǎn)業(yè)的發(fā)展。
[Abstract]:Economic globalization makes the competition of science and technology in the world is becoming increasingly fierce, in the face of the new challenges and opportunities, China gradually change from labor-intensive to capital and technology intensive. Since the reform and opening up, China's economic achievements have attracted worldwide attention, especially in the manufacturing sector China has become a manufacturing plant in the world however, the low added value and manufacturing technology level and the developed countries there is still a large gap, the sustainable development and further improve the Chinese caused some obstacles in the global economy.
In 1980s, China launched the "863 Program" and "Torch Plan", to the enterprise with state funding and bank loans, research and development institutions, universities offer financial support, in order to promote the development of high-tech industry, this is the beginning of China's capital market to support the development of high-tech industry. With the advent of the information age, high technology industry as the country's pillar industry and its position increasingly irreplaceable, the capital market as an important means of financing of high technology industry and its role has become even more prominent. Especially since twenty-first Century, economic development for the consumption of natural resources is becoming increasingly serious, the aggravation of environmental pollution, extensive development mode cannot bring about the sustainable development of economy, the study of capital market has more realistic significance for the development of high-tech industry.
Based on the relevant research results at home and abroad on the specific situation in China's capital market for the development of high tech industry. High tech industry category of high technology industry by the National Bureau of Statistics announced OECD high technology industry classification standard based on "high tech industry statistical classification catalogue in the capital market only; the operating period of more than one year long-term funds and securities lending business in the financial markets, including bank credit market, stock market and bond market. By combing the current situation of the development of high technology industry in recent years, the development of capital market situation and capital market to support the status quo of the high-tech industry, and on this basis, on the basis of empirical analysis 1995 to 2011, China's capital market and high technology industry related data using Eviews software, to further explore the capital market for high technology industry The role of development.
Finally, through the analysis of the empirical results, and try to put forward corresponding policy recommendations for the stock market, the bank credit market and the bond market, in order to further play the role of the capital market to promote the development of high-tech industry.
