【摘要】：日本電信業(yè)發(fā)展歷經(jīng)兩次大的系統(tǒng)改革,通過私有化、規(guī)制放松和市場競爭機(jī)制的引入,較好地克服了政府主導(dǎo)型電信業(yè)發(fā)展的固有弊端,市場效率得到明顯提升,市場結(jié)構(gòu)趨于優(yōu)化,主流電信運(yùn)營商迅速成長,日本電信業(yè)也在全球電信市場上占據(jù)主要地位。近些年來,隨著傳統(tǒng)業(yè)務(wù)飽和、單位盈利能力下降和新型電信業(yè)務(wù)調(diào)整,日本電信業(yè)面臨著新的發(fā)展課題。通過吸取日本電信業(yè)改革的有益經(jīng)驗(yàn),并結(jié)合當(dāng)前電信業(yè)發(fā)展趨勢,全盤規(guī)劃中國電信業(yè)發(fā)展改革道路,具有重要的現(xiàn)實(shí)意義。
[Abstract]:Japan's telecommunications industry has undergone two major system reforms. Through privatization, deregulation and the introduction of market competition mechanism, Japan's telecommunications industry has overcome the inherent drawbacks of government-led telecommunications industry development, and its market efficiency has been significantly improved. The market structure tends to optimize, the mainstream telecom operators grow rapidly, and the Japanese telecom industry also occupies the main position in the global telecom market. In recent years, with the saturation of traditional services, the decline of unit profitability and the adjustment of new telecommunications services, the Japanese telecommunications industry is facing new development issues. It is of great practical significance to draw on the beneficial experience of the reform of Japanese telecom industry and combine the current development trend of the telecom industry with the overall planning of the reform road of China's telecom industry.
