【摘要】：在互聯(lián)網(wǎng)與社會(huì)各領(lǐng)域加速融合的背景下,對(duì)《互聯(lián)網(wǎng)市場(chǎng)準(zhǔn)入負(fù)面清單(第一批,試行版)》進(jìn)行了評(píng)估,該清單旨在放寬互聯(lián)網(wǎng)融合領(lǐng)域的市場(chǎng)準(zhǔn)入,編制體現(xiàn)了底線思維、創(chuàng)新思維和包容思維,遵循了法定原則、確屬必要盡量簡(jiǎn)化的原則、以及靈活漸進(jìn)的原則。政府在負(fù)面清單出臺(tái)的同時(shí)應(yīng)當(dāng)在市場(chǎng)準(zhǔn)入之外,有機(jī)結(jié)合多層面政策促進(jìn)互聯(lián)網(wǎng)融合領(lǐng)域健康發(fā)展,主要包括改善事中事后監(jiān)管、分類施策、政策評(píng)估與動(dòng)態(tài)調(diào)整。
[Abstract]:In the context of accelerated integration of the Internet and various areas of society, the negative list of Internet Market access (first batch, pilot version), which aims to liberalize market access in the area of Internet integration and reflect bottom-line thinking, was assessed, Innovative thinking and inclusive thinking follow the principle of statutory, it is necessary to simplify as much as possible, as well as the principle of flexibility and gradual. Besides market access, the government should promote the healthy development of Internet convergence field by combining multi-level policies, including improving supervision after the event, classifying measures, policy evaluation and dynamic adjustment.
