【摘要】：三網(wǎng)融合并非三網(wǎng)合一,也不僅僅是三網(wǎng)在技術(shù)層面上的融合,更是涉及社會(huì)各個(gè)層面的融合,尤其是適應(yīng)各國(guó)國(guó)情的政策的融合。我國(guó)三網(wǎng)融合從概念提出至今已有十余年之久。它雖已成為國(guó)際發(fā)展的主流趨勢(shì),但在我國(guó)進(jìn)程相當(dāng)緩慢。本文首先回顧三網(wǎng)融合在我國(guó)的發(fā)展歷程,總結(jié)監(jiān)管政策不到位是我國(guó)融合產(chǎn)業(yè)發(fā)展緩慢的首要原因。從分析韓國(guó)IPTV發(fā)展歷程中獲得對(duì)我國(guó)三網(wǎng)融合監(jiān)管政策的啟示。
[Abstract]:The integration of the three networks is not a combination of three networks, nor is it not only the integration of the three nets on the technical level, but also the integration of all levels of society, especially the integration of the policies adapted to the national conditions of all countries. This paper first reviews the development process of the three networks integration in China, and concludes that the lack of regulatory policy is the primary reason for the slow development of China's integration industry. From the analysis of the process of IPTV development in Korea, the Enlightenment of the regulatory policy of the integration of the three networks in China has been obtained.
