【摘要】：隨著信息時(shí)代的來臨,人們逐漸認(rèn)識(shí)到互聯(lián)網(wǎng)在社會(huì)生活和經(jīng)濟(jì)活動(dòng)中發(fā)揮著越來越重要的作用,基于互聯(lián)網(wǎng)的信息服務(wù)平臺(tái)在信息收集、信息整合、信息共享等方面具有巨大的優(yōu)勢(shì),已成為推動(dòng)現(xiàn)代信息及經(jīng)濟(jì)社會(huì)發(fā)展的重要力量,各類公共信息,特別是與公眾密切相關(guān)的價(jià)格公共信息,若想實(shí)現(xiàn)信息的深度公共化,除了傳統(tǒng)媒介,更離不開網(wǎng)絡(luò)服務(wù)平臺(tái)的支撐。但是,長(zhǎng)期以來,由于缺乏統(tǒng)一的規(guī)劃建設(shè),制約了物價(jià)信息的公共化發(fā)展,使物價(jià)工作信息化的發(fā)展和服務(wù)水平遠(yuǎn)遠(yuǎn)低于網(wǎng)絡(luò)的發(fā)展進(jìn)度。社會(huì)的進(jìn)步、經(jīng)濟(jì)的發(fā)展、人民的生活,離不開價(jià)格信息,而價(jià)格信息的深度公開,離不開優(yōu)質(zhì)的網(wǎng)絡(luò)服務(wù)平臺(tái)。 本文在價(jià)格信息網(wǎng)絡(luò)平臺(tái)的優(yōu)化建設(shè)方面,依據(jù)國(guó)內(nèi)外學(xué)者關(guān)于不對(duì)稱理論、價(jià)格公共服務(wù)理論及項(xiàng)目管理理論的研究成果,參考各地在價(jià)格網(wǎng)絡(luò)平臺(tái)建設(shè)中的實(shí)踐經(jīng)驗(yàn),通過對(duì)南寧市當(dāng)前運(yùn)行的價(jià)格信息網(wǎng)絡(luò)平臺(tái)的研究和調(diào)查,了解南寧價(jià)格信息網(wǎng)絡(luò)平臺(tái)建設(shè)的現(xiàn)狀,認(rèn)為當(dāng)前南寧市價(jià)格信息網(wǎng)絡(luò)建設(shè)中硬件設(shè)備老化嚴(yán)重、公開的內(nèi)容不夠豐富、公開的時(shí)效性不夠強(qiáng)、價(jià)格工作信息化程度不夠深是當(dāng)前價(jià)格信息網(wǎng)絡(luò)建設(shè)存在的主要問題,并對(duì)以上存在問題進(jìn)行了翔實(shí)的原因分析。 為了更好地履行價(jià)格管理職能,提高物價(jià)工作滿意度,作者在分析存在問題的原因基礎(chǔ)上,從優(yōu)化建設(shè)的總體思路、優(yōu)化建設(shè)的具體環(huán)節(jié)、優(yōu)化建設(shè)的可行性分析、優(yōu)化建設(shè)的風(fēng)險(xiǎn)及效益分析、優(yōu)化建設(shè)的保障措施等方面,進(jìn)行了認(rèn)真的研究和論述,提出了南寧市價(jià)格信息網(wǎng)絡(luò)平臺(tái)的優(yōu)化建設(shè)規(guī)劃。
[Abstract]:With the advent of the information age, people gradually realize that the Internet plays a more and more important role in social life and economic activities. The information service platform based on the Internet is collecting and integrating information. Information sharing has great advantages and has become an important force to promote modern information and economic and social development. All kinds of public information, especially the public price information closely related to the public, want to realize the depth of publicity of information. In addition to traditional media, more can not be separated from the support of network service platform. However, for a long time, the lack of unified planning and construction has restricted the public development of price information, which makes the development and service level of price work information far lower than the development progress of the network. The progress of society, the development of economy and the life of people cannot do without price information. Based on the research results of domestic and foreign scholars on asymmetric theory, price public service theory and project management theory, this paper refers to the practical experience in the construction of price information network platform. Through the research and investigation of the price information network platform currently running in Nanning City, we know the present situation of the price information network platform construction in Nanning City, and think that the hardware equipment in the price information network construction of Nanning City is aging seriously. The main problems in the construction of price information network are that the contents of the public are not rich enough, the timeliness of the disclosure is not strong enough, and the information level of the price work is not deep enough, and the reasons for the above problems are analyzed in detail. In order to perform the function of price management better and improve the satisfaction degree of price work, based on the analysis of the causes of the existing problems, the author analyzes the feasibility of optimizing the construction from the overall thinking of optimizing the construction, optimizing the specific links of construction, and optimizing the construction. In this paper, the risk and benefit analysis of optimized construction, the guarantee measures of optimizing construction, etc., are studied and discussed in detail, and the optimized construction plan of Nanning price information network platform is put forward.
