【摘要】：互聯(lián)網(wǎng)骨干網(wǎng)的互聯(lián)與結(jié)算問(wèn)題是影響我國(guó)互聯(lián)網(wǎng)發(fā)展和用戶體驗(yàn)的深層次矛盾。文章通過(guò)比較分析骨干網(wǎng)互聯(lián)與結(jié)算的中外治理模式,剖析不同的進(jìn)入制度、互聯(lián)架構(gòu),以及結(jié)算制度對(duì)不同類型骨干網(wǎng)競(jìng)爭(zhēng)力的影響,指出造成我國(guó)寬帶市場(chǎng)價(jià)格高、用戶體驗(yàn)差、骨干網(wǎng)互聯(lián)互通一直陷于困境等問(wèn)題的根本原因在于,我國(guó)互聯(lián)網(wǎng)骨干網(wǎng)治理框架不合理。文章進(jìn)而提出了相應(yīng)的治理改革及政策建議。
[Abstract]:The interconnection and settlement of Internet backbone network is a deep contradiction affecting the Internet development and user experience in China. By comparing and analyzing the Chinese and foreign governance modes of backbone network interconnection and settlement, this paper analyzes the influence of different entry systems, interconnection structures and settlement systems on the competitiveness of different types of backbone networks, and points out that the price of broadband market in China is high. The fundamental reason for the problems of poor user experience and interconnection of backbone network is that the governance framework of backbone network in China is unreasonable. The article then puts forward the corresponding governance reform and policy recommendations.
