【摘要】：現(xiàn)代信息技術在當今社會的深入普及和廣泛應用,使得信息已經(jīng)成為像物質、能源一樣受到普遍重視的新型社會資源。伴隨著信息服務產(chǎn)業(yè)化的范圍不斷擴大和程度不斷提高,信息服務業(yè)在社會經(jīng)濟結構中占據(jù)了越來越不可替代的重要地位。當今時代的現(xiàn)代信息服務業(yè)不僅在整個國民經(jīng)濟中所占的比重日漸上升,而且已經(jīng)成為了全球經(jīng)濟發(fā)展的一個明顯考核指標。 相對于我國經(jīng)濟和信息產(chǎn)業(yè)發(fā)達地區(qū),山東省現(xiàn)代信息服務業(yè)起步較晚、發(fā)展緩慢,目前發(fā)展水平較為落后。本文致力于通過對比和分析,找出山東省現(xiàn)代信息服務業(yè)發(fā)展現(xiàn)狀中存在的問題,提出相應解決對策,建立起山東省現(xiàn)代信息服務業(yè)新的有益的發(fā)展模式,并最終促進我省經(jīng)濟發(fā)展。 首先,本文運用DEA數(shù)據(jù)包絡分析法,將山東省與北京、廣東、浙江等行政級別一致的省份或直轄市進行現(xiàn)代信息服務業(yè)發(fā)展效率的對比評估,根據(jù)橫向對比評價的結果探討山東省現(xiàn)代信息服務業(yè)發(fā)展效率方面存在的問題。得知我省與國內信息產(chǎn)業(yè)發(fā)達地區(qū)相比,在現(xiàn)代信息服務業(yè)固定資產(chǎn)投資和RD投入方面還未找到最佳的平衡點。 其次,本文通過對山東省近5年來現(xiàn)代信息服務業(yè)運行效率的評估,以及山東省17地市現(xiàn)代信息服務業(yè)發(fā)展效率的對比評估,具體分析探討我省現(xiàn)代信息服務業(yè)發(fā)展的現(xiàn)狀。獲知我省現(xiàn)代信息服務業(yè)發(fā)展極為不均衡,從東到西大致分為三個梯隊,第一梯隊由濟南、青島等7個沿海或傳統(tǒng)工業(yè)城市組成,第二梯隊包括濟寧、泰安等大部分處于魯中腹地的5個地市,第三梯隊包括棗莊、日照等5個地市。 最后,根據(jù)對于山東省現(xiàn)代信息服務業(yè)發(fā)展效率的橫向、縱向對比分析,結合國內外信息產(chǎn)業(yè)發(fā)達國家和地區(qū)的成功經(jīng)驗,本文提出了更新意識觀念,以人為本,推進“兩化融合”、“三網(wǎng)融合”,構建具有“山東特色”的現(xiàn)代信息服務業(yè)發(fā)展“三角”模式等九項措施和對策,并進行了運行保障方面的論證。
[Abstract]:With the popularization and wide application of modern information technology in today's society, information has become a new type of social resource, which is regarded as material and energy. With the continuous expansion and improvement of the scope and degree of the industrialization of information services, the information service industry occupies a more and more irreplaceable important position in the social economic structure. Nowadays, the modern information service industry not only accounts for an increasing proportion in the whole national economy, but also has become an obvious evaluation index for the development of the global economy. Compared with the developed regions of China's economy and information industry, the modern information service industry in Shandong Province started late and developed slowly, and the current level of development is relatively backward. Through comparison and analysis, this paper tries to find out the problems existing in the development of modern information service industry in Shandong Province, put forward corresponding countermeasures, and establish a new and beneficial development model of modern information service industry in Shandong Province. And finally promote the economic development of our province. First of all, this paper uses DEA data envelopment analysis to compare and evaluate the development efficiency of modern information service industry in Shandong Province, Beijing, Guangdong, Zhejiang and other provinces or municipalities with the same administrative level. Based on the results of horizontal comparative evaluation, the problems in the development efficiency of modern information service industry in Shandong Province are discussed. It is known that compared with the developed regions of information industry in our province, the investment in fixed assets and R D in modern information service industry has not yet found the best balance point. Secondly, through the evaluation of the operation efficiency of the modern information service industry in Shandong Province in recent five years, and the comparative evaluation of the development efficiency of the modern information service industry in 17 cities of Shandong Province, this paper concretely analyzes the present situation of the development of the modern information service industry in our province. I was told that the development of modern information services in our province is extremely uneven. From east to west, there are roughly three echelons. The first echelon consists of seven coastal or traditional industrial cities, such as Jinan and Qingdao, and the second echelon includes Jining, Taian and other 5 cities in the hinterland of Luzhong, the third echelon includes Zaozhuang, Rizhao and other 5 cities. Finally, according to the horizontal and vertical comparative analysis of the development efficiency of the modern information service industry in Shandong Province, combined with the successful experience of the developed countries and regions of the information industry at home and abroad, this paper puts forward the concept of renewing consciousness and putting people first. This paper puts forward nine measures and countermeasures to promote the integration of "two transformation" and "three networks", to construct the "triangle" mode of development of modern information service industry with "Shandong characteristics", and to demonstrate the operation guarantee.
