電信運(yùn)營企業(yè)節(jié)能潛力測(cè)算模型與實(shí)證研究

【摘要】:氣候變暖已經(jīng)成為人類十分關(guān)注的問題,為了應(yīng)對(duì)氣候變暖,國內(nèi)外掀起了節(jié)能減排的熱潮,各行各業(yè)都在想方設(shè)法節(jié)約能源、減少污染排放。雖然通信行業(yè)的能源消耗量占全社會(huì)能源消耗總量的比例較小,但是隨著網(wǎng)絡(luò)和用戶規(guī)模的不斷擴(kuò)大和業(yè)務(wù)量的迅猛增長(zhǎng),通信業(yè)能耗將有較大幅度增長(zhǎng)。近年來,各電信運(yùn)營企業(yè)積極響應(yīng)國資委和工信部對(duì)節(jié)能減排工作的要求,高度重視、積極部署,把節(jié)能減排作為企業(yè)可持續(xù)發(fā)展的長(zhǎng)遠(yuǎn)戰(zhàn)略,全面推進(jìn)節(jié)能減排工作。 然而電信運(yùn)營企業(yè)制定和采取的各項(xiàng)節(jié)能方案和措施能夠帶來多少的節(jié)能量,這些節(jié)能措施在未來的應(yīng)用和推廣又能夠帶來多大的節(jié)能潛力?這些問題的探討和解答直接關(guān)系到電信運(yùn)營企業(yè)對(duì)目前節(jié)能減排工作的評(píng)估和下一步節(jié)能減排工作的方向。本文試圖針對(duì)電信企業(yè)耗電場(chǎng)景復(fù)雜的情況,以基準(zhǔn)期和報(bào)告期的能耗比較法為基本框架,研究如何合理地定義和劃分電信企業(yè)節(jié)能量并計(jì)算未來的節(jié)能潛力。 本文主要做了以下三方面的研究工作: 1、研讀國內(nèi)外相關(guān)的文獻(xiàn),對(duì)節(jié)能的相關(guān)概念、節(jié)能量和節(jié)能潛力計(jì)算的理論及國內(nèi)外的實(shí)證研究成果進(jìn)行綜述。并對(duì)電信運(yùn)營企業(yè)的節(jié)能減排發(fā)展及節(jié)能量和潛力計(jì)算等實(shí)證研究進(jìn)行了歸納總結(jié)。 2、以基準(zhǔn)期和報(bào)告期的能耗比較法為基本模型,在原有的節(jié)能量細(xì)分區(qū)塊的計(jì)算模型基礎(chǔ)上改進(jìn)并細(xì)化了管理舉措、技術(shù)改造和技術(shù)進(jìn)步這些模塊的計(jì)算方法。并通過實(shí)證研究對(duì)比分析模型計(jì)算結(jié)果的合理性。 3、結(jié)合實(shí)證的結(jié)果及電信運(yùn)營企業(yè)的能耗特征,從微觀和宏觀兩個(gè)維度給出了電信企業(yè)進(jìn)一步的節(jié)能減排工作建議。
[Abstract]:In order to deal with climate warming, there has been an upsurge of energy saving and emission reduction at home and abroad. All walks of life are trying to save energy and reduce pollution emissions. Although the energy consumption of the communication industry accounts for a small proportion of the total energy consumption in the whole society, with the continuous expansion of the network and the scale of users and the rapid growth of business volume, the energy consumption of the communication industry will increase by a large margin. In recent years, telecom operators actively respond to the requirements of SASAC and the Ministry of Industry and Information Technology on energy conservation and emission reduction, attach great importance to, actively deploy, take energy conservation and emission reduction as a long-term strategy for sustainable development of enterprises, and comprehensively promote energy conservation and emission reduction. However, how much energy saving can be brought by the energy saving programs and measures formulated and adopted by telecom operators, and how much energy saving potential can these energy-saving measures bring in the future application and promotion? The discussion and solution of these questions are directly related to the evaluation of the current energy saving and emission reduction work and the direction of the future energy saving and emission reduction work. This paper attempts to study how to reasonably define and divide the energy saving of telecom enterprises and calculate the potential of energy saving in the future based on the comparison method of energy consumption between the base period and the reporting period in view of the complex situation of power consumption in telecom enterprises. This paper mainly does the following three aspects of research work: 1, study the relevant literature at home and abroad, the related concepts of energy conservation, energy saving and energy conservation potential calculation theory and empirical research results at home and abroad are summarized. And the development of energy saving and emission reduction and energy saving and potential calculation of telecom operators are summarized and summarized. 2, taking the comparison method of energy consumption in the base period and reporting period as the basic model, On the basis of the original calculation model of energy saving subdivision block, the calculation methods of management measures, technical transformation and technological progress are improved and refined. The rationality of the model is compared and analyzed by empirical research. 3. Combined with the empirical results and the characteristics of energy consumption of telecom operators, the suggestions for further energy saving and emission reduction of telecom enterprises are given from the micro and macro dimensions.
