【摘要】:項目后評估是項目決策及管理中不可缺少的重要手段,其是在項目建成并生產(chǎn)運營了一段時期后,從項目的財務(wù)、經(jīng)濟、社會、環(huán)境、影響等方面對項目的整個過程進行公正、客觀、全面的系統(tǒng)分析,汲取經(jīng)驗教訓(xùn),從而判別項目預(yù)期目標(biāo)實現(xiàn)程度的一種評價方法。隨著全球IPv6產(chǎn)業(yè)化進程的不斷提速,IPv6作為下一代互聯(lián)網(wǎng)的核心基本技術(shù),將促進大量相關(guān)技術(shù)和服務(wù)的發(fā)展,它正在逐漸成為未來網(wǎng)絡(luò)發(fā)展的大趨勢。在IPv6大發(fā)展的形勢下,中國的信息產(chǎn)業(yè)中整個通信產(chǎn)業(yè)界的整體實力得到了較大的提升,而且為我國提夠了一個從引進技術(shù)轉(zhuǎn)變到引導(dǎo)技術(shù)發(fā)展的機會。在此背景下,綜合各方面因素,建立科學(xué)、合理且完善的寬帶網(wǎng)絡(luò)試商用項目后評估體系,以指導(dǎo)今后此類項目的設(shè)計、建設(shè)、運行及管理。本文結(jié)合項目后評估的理論和方法,對后評估的相關(guān)指標(biāo)進行改進,構(gòu)建了一套完整適用的指標(biāo)體系。通過系統(tǒng)優(yōu)化、整體分析、逐層分解,建了目標(biāo)層、準(zhǔn)則層和指標(biāo)層三個層次的指標(biāo)體系,主要從寬帶網(wǎng)絡(luò)試商用項目的實施過程、效益、運行效果及影響等四個方面進行了后評估。由于項目所涉及的指標(biāo)多且復(fù)雜,各評價指標(biāo)關(guān)聯(lián)性強,故采用層次分析法(Analytical Hierarchy Process, AHP)作為后評估的主要方法,構(gòu)造各指標(biāo)因素的判斷矩陣,從而求出各層次的最大特征值、一致性指標(biāo)及權(quán)重。本研究對寬帶網(wǎng)絡(luò)試商用項目的后評估指標(biāo)體系的構(gòu)建有著較好的參考及適用意義。根據(jù)專家對基于IPv6的寬帶網(wǎng)絡(luò)試商用項目第三層次指標(biāo)的打分和層次分析確定的指標(biāo)權(quán)重,計算出第二層次、第一層次指標(biāo)的得分,從而得出整個項目的綜合得分。分析結(jié)果表明基于IPv6的寬帶網(wǎng)絡(luò)試商用項目基本上是成功的,達到了預(yù)訂的計劃。
[Abstract]:Post-project evaluation is an indispensable means in project decision-making and management. After the project has been completed and operated for a period of time, the whole process of the project is just from the financial, economic, social, environmental, impact and other aspects. Objective, comprehensive and systematic analysis, learning experience and lessons, so as to judge the degree of achievement of the expected objectives of the project evaluation method. As the core technology of the next generation Internet, IPv6 will promote the development of a large number of related technologies and services, and it is gradually becoming the trend of network development in the future. With the great development of IPv6, the overall strength of the whole communication industry in China's information industry has been greatly enhanced, and it has provided China with an opportunity to change from introducing technology to guiding the development of technology. Under this background, a scientific, reasonable and perfect post-evaluation system of broadband network trial commercial projects is established to guide the design, construction, operation and management of such projects in the future. Based on the theory and method of post-evaluation, this paper improves the index of post-evaluation and constructs a set of suitable index system. Through system optimization, overall analysis, decomposition by layer, the index system of target layer, criterion layer and index layer is built, mainly from the implementation process and benefit of broadband network trial commercial project. The operation effect and influence were evaluated in four aspects. Because the indexes involved in the project are many and complex, and each evaluation index has strong relevance, Analytical Hierarchy Process, AHP) is adopted as the main method of post-evaluation, and the judgement matrix of each index factor is constructed, and the maximum characteristic value of each level is obtained. Consistency index and weight. This study has a good reference and application significance for the construction of the post-evaluation index system of the broadband network test commercial project. According to the expert score of the third level index and the index weight determined by AHP, the score of the second level and the first level index is calculated, and the comprehensive score of the whole project is obtained. The analysis results show that the commercial broadband network trial project based on IPv6 is basically successful and achieves the reservation plan.
