我國農(nóng)業(yè)市場信息服務(wù)體系分析研究

【摘要】:我國是一個(gè)農(nóng)業(yè)生產(chǎn)大國,農(nóng)業(yè)是國民經(jīng)濟(jì)的基礎(chǔ)。改革開放以來,農(nóng)村的生產(chǎn)力獲得了極大地解放和發(fā)展,農(nóng)民生活水平顯著提高。隨著我國社會(huì)主義市場經(jīng)濟(jì)的形成和發(fā)展,特別是加入WTO以后,對(duì)我國農(nóng)業(yè)的生產(chǎn)和發(fā)展產(chǎn)生了一定的影響。如何增加農(nóng)民收入,提高我國農(nóng)業(yè)的市場競爭力,已成為我國當(dāng)代農(nóng)業(yè)發(fā)展急需解決的問題。我國農(nóng)業(yè)已處于從傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)形的時(shí)期,農(nóng)業(yè)科技成果需要有效的推廣,市場信息的傳播需要及時(shí)準(zhǔn)確,這兩種“需要”都必須依托農(nóng)業(yè)信息服務(wù)。信息服務(wù)功能的增強(qiáng),能夠有效促進(jìn)農(nóng)業(yè)科技推廣及農(nóng)村經(jīng)濟(jì)的持續(xù)發(fā)展,有著不可替代的重要作用。國內(nèi)相關(guān)學(xué)者的研究,已經(jīng)給農(nóng)業(yè)市場信息服務(wù)發(fā)展指明了導(dǎo)向,在農(nóng)業(yè)市場信息服務(wù)體系具體實(shí)施方法上還有更多的工作需要做。將從農(nóng)業(yè)市場信息服務(wù)體系的結(jié)構(gòu)分析入手,找出體系問題所在并提出政策思路。 本文的主要內(nèi)容包括以下五個(gè)部分: 第一部分主要介紹了農(nóng)業(yè)市場信息服務(wù)的一些基本問題,包括農(nóng)業(yè)市場信息服務(wù)的特征、性質(zhì)等。農(nóng)業(yè)市場信息具有時(shí)效性、分散性、地域性等特征; 第二部分對(duì)我國農(nóng)業(yè)市場信息服務(wù)體系進(jìn)行了系統(tǒng)結(jié)構(gòu)的分析,分析得出我國的農(nóng)業(yè)市場信息服務(wù)體系存在著體系內(nèi)主客體知識(shí)技能落后、信息整合困難、法規(guī)政策缺失等問題。 第三部分是對(duì)國外法律法規(guī)政策進(jìn)行介紹,并且予以借鑒。在這里我們選取了美國、德國作為范例。美國一個(gè)是農(nóng)業(yè)市場信息服務(wù)體系較為成熟的國家,農(nóng)業(yè)市場信息服務(wù)起步早,相關(guān)法律體系相對(duì)完備;選取德國是因?yàn)橥渌l(fā)達(dá)國家相比,德國的農(nóng)業(yè)收入相對(duì)較低,德國制定了-系列優(yōu)惠政策促進(jìn)農(nóng)業(yè)發(fā)展和農(nóng)業(yè)市場信息服務(wù)。兩個(gè)國家的成功經(jīng)驗(yàn)告訴我們,政府在農(nóng)業(yè)市場信息服務(wù)中應(yīng)當(dāng)起到主導(dǎo)作用。 第四部分針對(duì)系統(tǒng)分析的問題提出了相應(yīng)的解決方案,提出要以農(nóng)業(yè)信息化為依托,利用科學(xué)方法帶動(dòng)信息資源整合平臺(tái)的建成,要加強(qiáng)農(nóng)戶、信息提供者的科技知識(shí)培訓(xùn)。由于農(nóng)業(yè)市場是一個(gè)動(dòng)態(tài)的對(duì)象,因此對(duì)于整個(gè)農(nóng)業(yè)市場信息服務(wù)體系還需要進(jìn)行動(dòng)態(tài)的管理。應(yīng)當(dāng)不定期的對(duì)農(nóng)業(yè)市場信息服務(wù)內(nèi)容作出調(diào)整,介紹了評(píng)價(jià)確立的一般性步驟; 第五部分是對(duì)全文的總結(jié)。最終得到的結(jié)論是:要建立科學(xué)的農(nóng)業(yè)市場信息服務(wù)體系,就要有統(tǒng)一的信息資源整合平臺(tái),高素質(zhì)的農(nóng)業(yè)從業(yè)人員,它們可以確保信息的采集、分析、發(fā)布、交換更加的科學(xué)合理。相關(guān)法律政策的保障可以確保體系運(yùn)行更加的規(guī)范化。
[Abstract]:Our country is a big agricultural production country, agriculture is the foundation of national economy. Since the reform and opening up, rural productivity has been greatly liberated and developed, and the living standards of farmers have improved significantly. With the formation and development of our socialist market economy, especially after China's entry into WTO, it has a certain influence on the production and development of our country's agriculture. How to increase farmers' income and improve the market competitiveness of our country's agriculture has become an urgent problem for the development of contemporary agriculture in our country. China's agriculture has been in a period of transformation from traditional agriculture to modern agriculture. Agricultural scientific and technological achievements need to be effectively popularized, and market information dissemination needs to be timely and accurate. Both "needs" must rely on agricultural information services. The enhancement of the function of information service can effectively promote the extension of agricultural science and technology and the sustainable development of rural economy, which plays an irreplaceable important role. The research of domestic related scholars has pointed out the direction for the development of agricultural market information service, and there is still more work to be done on the concrete implementation method of agricultural market information service system. Starting with the analysis of the structure of agricultural market information service system, this paper finds out the problems of the system and puts forward some policy ideas. The main contents of this paper include the following five parts: The first part mainly introduces some basic problems of agricultural market information service, including the characteristics and nature of agricultural market information service. Agricultural market information has the characteristics of timeliness, dispersion and region. The second part analyzes the system structure of agricultural market information service system in our country, and concludes that the information service system of agricultural market in our country has backward knowledge and skill of subject and object, so it is difficult to integrate information. Lack of laws and policies and other issues. The third part is to introduce the foreign laws and regulations, and draw lessons from them. Here we choose the United States, Germany as an example. The United States is a country where the agricultural market information service system is relatively mature, and the agricultural market information service starts early and the relevant legal system is relatively complete. The reason for choosing Germany is that compared with other developed countries, the agricultural income of Germany is relatively low. Germany has formulated a series of preferential policies to promote agricultural development and agricultural market information services. The successful experience of the two countries tells us that the government should play a leading role in the agricultural market information service. The fourth part puts forward the corresponding solutions to the problems of system analysis, and puts forward that we should use scientific methods to promote the construction of information resources integration platform and strengthen the scientific and technological knowledge training of farmers and information providers, based on agricultural informatization. Because the agricultural market is a dynamic object, the information service system of the whole agricultural market needs to be managed dynamically. The content of agricultural market information services should be adjusted on an ad hoc basis, introducing the general steps for the establishment of evaluation; The fifth part is the summary of the full text. The final conclusion is: to establish a scientific agricultural market information service system, there must be a unified information resources integration platform, high-quality agricultural practitioners, they can ensure the collection, analysis, release of information, Exchange is more scientific and reasonable. The guarantee of relevant laws and policies can ensure that the operation of the system is more standardized.
