項目管理在傳輸網(wǎng)結(jié)構(gòu)改造工程中進度管控的應(yīng)用

【摘要】:近年來我國通信行業(yè)飛速發(fā)展取得可喜成績,隨著4G時代的到來,各通信運營商不斷加強通信網(wǎng)絡(luò)的建設(shè)、改造和發(fā)展,提升自身競爭力。目前項目已經(jīng)成為通信企業(yè)開展生產(chǎn)管理活動的重要單位,已經(jīng)融入網(wǎng)絡(luò)生產(chǎn)管理活動的各個領(lǐng)域和環(huán)節(jié)。通信網(wǎng)改造工程項目涉及網(wǎng)絡(luò)規(guī)模大,難度較大,,技術(shù)復(fù)雜,風險高、周期較短,需要集中企業(yè)各個部門人員科學規(guī)劃、密切配合、有效控制、風險防范才能最終順利完成,因此通信網(wǎng)改造工程的項目管理有其特點,成為項目管理中一個新課題。 為保障千萬用戶的通信暢通,對網(wǎng)絡(luò)結(jié)構(gòu)安全提出很高要求,網(wǎng)絡(luò)改造因涉及對承載業(yè)務(wù)的現(xiàn)網(wǎng)進行割接調(diào)整,因此項目實施過程主要問題集中在進度控制和風險管理兩個方面,本論文以成都移動傳輸網(wǎng)結(jié)構(gòu)改造工程項目為案例,通過借助項目管理的方法和技術(shù),對傳輸網(wǎng)結(jié)構(gòu)改造工程進度控制和風險防范進行深入的分析和探討,提出具體的管控措施和改進辦法,內(nèi)容包括: 1.對移動傳輸網(wǎng)改造工程項目涉及的基礎(chǔ)理論知識進行了闡述,包括項目范圍管理,項目時間管理,項目風險管理等內(nèi)容。 2.分析了移動公司傳輸網(wǎng)絡(luò)結(jié)構(gòu)情況,運維組織,網(wǎng)絡(luò)結(jié)構(gòu)改造技術(shù)要求及特點,分析結(jié)構(gòu)改造工程存在的問題和原因 3.介紹了改造項目的范圍管理和時間管理,借助WBS方法對移動公司傳輸網(wǎng)項目案例進行范圍分析,利用PDM網(wǎng)絡(luò)進度圖描繪網(wǎng)絡(luò)改造項目的活動計劃,并梳理出關(guān)鍵活動路徑。 4.分析了改造項目進度影響因素,針對項目各個階段特點,研究了項目進度的管理控制辦法,搭建適合項目開展的組織管理結(jié)構(gòu),提出對合作單位管理辦法。 5.結(jié)合結(jié)構(gòu)改造項目風險特點,運用風險管理方法對風險進行識別、分析、評估和處理防范,針對不同階段風險特點,提出管控措施。 通過項目管理思路和方法的運用,指導(dǎo)工作開展,有效解決移動公司傳輸網(wǎng)結(jié)構(gòu)改造工程中管理水平較低,進度、風險等管控困難的問題,為傳輸網(wǎng)絡(luò)結(jié)構(gòu)改造工程提供一種可實施,可操作的思路和辦法,有效提升管理水平和管理效率。
[Abstract]:In recent years, the rapid development of the communications industry in China has made gratifying achievements. With the arrival of 4G era, the communication operators continue to strengthen the construction, transformation and development of communication networks, and enhance their competitiveness. At present, the project has become an important unit for communication enterprises to carry out production management activities, and has been integrated into various fields and links of network production management activities. The reconstruction project of communication network involves large scale of network, great difficulty, complex technology, high risk, short period, and needs scientific planning, close cooperation, effective control and risk prevention of all departments of the enterprise. Therefore, the project management of communication network reconstruction project has its own characteristics and has become a new subject in project management. In order to ensure the smooth communication of thousands of users and the security of network structure, the network transformation involves cutting and adjusting the existing network carrying service. Therefore, the main problems in the implementation process of the project focus on two aspects: progress control and risk management. This paper takes Chengdu Mobile Transmission Network structural transformation project as a case, through the method and technology of project management. This paper makes a deep analysis and discussion on the progress control and risk prevention of the structural transformation of the transmission network, and puts forward specific control measures and improvement measures, including: 1. The basic theoretical knowledge of mobile transmission network reconstruction project is expounded, including project scope management, project time management, project risk management and so on. 2. The transmission network structure, the operation and maintenance organization, the technical requirements and characteristics of the network transformation of the mobile company are analyzed, and the problems and causes of the structural transformation project are analyzed. 3. This paper introduces the scope management and time management of the transformation project, analyzes the scope of the mobile company transmission network project case with the help of WBS method, describes the activity plan of the network transformation project by using the PDM network schedule diagram, and combs out the key activity path. 4. According to the characteristics of each stage of the project, the management and control method of the project schedule is studied, the organization and management structure suitable for the project development is set up, and the management method of the cooperative unit is put forward. 5. According to the risk characteristics of the structural transformation project, the risk management method is used to identify, analyze, evaluate and deal with the risk. According to the risk characteristics of different stages, the management and control measures are put forward. Through the application of project management ideas and methods, guiding the work to effectively solve the problems of low management level, progress, risk and other difficult management problems in the structural transformation project of mobile company transmission network. It provides a feasible and operable train of thought and method for the transformation of transmission network structure, and effectively improves the management level and efficiency.
