信息系統(tǒng)工程監(jiān)理目標(biāo)控制模型的應(yīng)用研究

【摘要】:近年來,我國信息系統(tǒng)工程建設(shè)中存在著的以下幾方面的問題:信息系統(tǒng)工程的質(zhì)量達(dá)不到用戶要求,信息系統(tǒng)工程超出計劃交付時間,信息系統(tǒng)工程費用超出預(yù)算。究其原因盡管在信息系統(tǒng)工程建設(shè)過程中引入了監(jiān)理機制來規(guī)避風(fēng)險,但是監(jiān)理工程師對質(zhì)量、進(jìn)度、成本實施控制的過程中,,把它們看成一個孤立的個體,沒有把它們放到一個整體的系統(tǒng)中來加以控制,造成信息系統(tǒng)建設(shè)的失敗。 本文首先介紹了信息系統(tǒng)工程的概念及其生命周期,然后說明了信息系統(tǒng)工程監(jiān)理的定義,接著從系統(tǒng)論、控制論的角度進(jìn)行分析研究,提出監(jiān)理過程中質(zhì)量、進(jìn)度、投資目標(biāo)的控制必須圍繞五大環(huán)節(jié),即投入、轉(zhuǎn)換、反饋、對比、糾偏進(jìn)行。堅持主動控制與被動控制相結(jié)合,將質(zhì)量、進(jìn)度、投資三大目標(biāo)作為一個控制整體在信息系統(tǒng)監(jiān)理實施過程中進(jìn)行控制。 其次研究信息工程監(jiān)理的三大目標(biāo)控制的具體內(nèi)容,分析了信息工程監(jiān)理對工期、質(zhì)量、成本在各個階段的具體控制的流程與方法。接著運用網(wǎng)絡(luò)技術(shù)方法對工程控制的三大目標(biāo)進(jìn)行了優(yōu)化分析,并運用遺傳算法進(jìn)行了求解,為信息系統(tǒng)監(jiān)理工程師對成本、質(zhì)量、進(jìn)度控制提供了具體努力的方向。最后對掙值管理進(jìn)行了完善修改,監(jiān)理工程師在實施的過程中,按照完善后掙值法的對工程成本、質(zhì)量、工期進(jìn)行合理的控制。本論文還通過一個實際的案例,對模型的可行性和實用性進(jìn)行了驗證。通過該案例的應(yīng)用分析以及獲得的最終決策結(jié)果說明本論文的模型具有一定的實用價值。
[Abstract]:In recent years, the following problems exist in the construction of information systems engineering in China: the quality of information systems engineering can not meet the requirements of users, the information systems engineering exceeds the planned delivery time, and the cost of information systems engineering exceeds the budget. The reason is that although supervision mechanism is introduced to avoid risk in the process of information system engineering construction, the supervision engineer regards them as an isolated individual in the process of controlling quality, schedule and cost. They are not controlled in a single system, resulting in the failure of information system construction. This paper first introduces the concept of information systems engineering and its life cycle, then explains the definition of information systems engineering supervision, then analyzes and studies it from the point of view of system theory and cybernetics, and puts forward the quality and progress in the process of supervision. The control of investment target must revolve around five links, namely input, conversion, feedback, contrast and correction. By combining active control with passive control, the quality, progress and investment objectives are controlled as a whole in the process of information system supervision. Secondly, the paper studies the concrete contents of the three objectives control of information engineering supervision, and analyzes the concrete control flow and method of information engineering supervision in each stage of time limit, quality and cost. Then the network technology method is used to optimize and analyze the three targets of engineering control, and the genetic algorithm is used to solve the problem, which provides a specific direction for the information system supervision engineer to control the cost, quality and schedule. Finally, the earned value management is improved and the supervision engineer controls the project cost, quality and duration according to the method of earned value. The feasibility and practicability of the model are verified by a practical case. Through the application analysis of this case and the result of final decision, it is proved that the model of this paper has certain practical value.
