W公司通信工程項(xiàng)目中的風(fēng)險(xiǎn)管理與控制策略

【摘要】:隨著通信工程的日新月異,對(duì)于目前市場(chǎng)上出現(xiàn)的各種通信工程來(lái)說(shuō),大多數(shù)涉及到的范圍都十分廣泛,所追求的目標(biāo)也比較大,因此也就更加需要多學(xué)科的通力合作以及各種設(shè)施的協(xié)同合作。相對(duì)于龐大的建設(shè)規(guī)模和日益更新的技術(shù)水平而言,通信工程本身有著高度的不穩(wěn)定定性,于此同時(shí)工程本身的風(fēng)險(xiǎn)承受度低。而風(fēng)險(xiǎn)管理的實(shí)施目標(biāo)尚且只存在于降低成本和其他環(huán)節(jié)中,所導(dǎo)致的各種損失也越來(lái)越大,對(duì)項(xiàng)目的風(fēng)險(xiǎn)管理也提出了更高的要求。傳統(tǒng)的項(xiàng)目風(fēng)險(xiǎn)管理已經(jīng)無(wú)法適應(yīng)市場(chǎng)發(fā)展的需求。因此,深入研究移動(dòng)通信建設(shè)項(xiàng)目中的風(fēng)險(xiǎn)管理,對(duì)通信工程開(kāi)展風(fēng)險(xiǎn)管理工作具有重要的理論和現(xiàn)實(shí)意義。本文運(yùn)用了案例分析法、文獻(xiàn)資料法、層次分析法、理論與實(shí)踐結(jié)合的方法對(duì)通信工程項(xiàng)目風(fēng)險(xiǎn)管理問(wèn)題展開(kāi)研究,并以W公司的通信工程項(xiàng)目作為研究案例,對(duì)于工程實(shí)踐數(shù)據(jù)進(jìn)行了具體分析。首先概述了本文研究背景及意義、國(guó)內(nèi)外研究動(dòng)態(tài),其次在概述通信工程項(xiàng)目風(fēng)險(xiǎn)管理理論的基礎(chǔ)上簡(jiǎn)要的介紹了通信工程項(xiàng)目及其風(fēng)險(xiǎn)因素,并針對(duì)W公司通信工程項(xiàng)目的風(fēng)險(xiǎn)因素及通信工程項(xiàng)目中的各種狀況構(gòu)建出了完整的風(fēng)險(xiǎn)管理框架。首先,本文明確了W公司通信工程項(xiàng)目的風(fēng)險(xiǎn),并且提出風(fēng)險(xiǎn)因素;其次針對(duì)W公司通信工程項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行進(jìn)一步的分析和評(píng)估;并針對(duì)找出的風(fēng)險(xiǎn)和評(píng)估以及分析結(jié)果來(lái)制定相應(yīng)的風(fēng)險(xiǎn)應(yīng)對(duì)計(jì)劃和監(jiān)測(cè)機(jī)制;最后,根據(jù)已有計(jì)劃和機(jī)制來(lái)提出處理風(fēng)險(xiǎn)的措施和實(shí)施途徑,以期能夠使得W公司通信工程項(xiàng)目實(shí)施之前對(duì)于可能的風(fēng)險(xiǎn)進(jìn)行風(fēng)險(xiǎn)識(shí)別及預(yù)測(cè),并通過(guò)使用規(guī)避和轉(zhuǎn)移方法避免公司的利益受到損害。
[Abstract]:With the rapid development of communication engineering, for all kinds of communication projects that appear in the market at present, most of them involve a wide range of areas, and the goals pursued are also relatively large. Therefore, the need for multidisciplinary cooperation and cooperation of various facilities. Compared with the large construction scale and the increasingly updated technical level, the communication engineering itself has a high degree of instability, and at the same time, the risk tolerance of the project itself is low. However, the implementation goal of risk management only exists in reducing costs and other links, which results in more and more losses, and puts forward higher requirements for project risk management. Traditional project risk management has been unable to meet the needs of market development. Therefore, it is of great theoretical and practical significance to study the risk management in mobile communication construction project. This paper uses the method of case analysis, literature method, analytic hierarchy process, theory and practice to study the risk management of communication engineering project, and takes the communication engineering project of W company as a case study. The data of engineering practice are analyzed in detail. Firstly, this paper summarizes the background and significance of this paper, the research trends at home and abroad, and then briefly introduces the communication engineering project and its risk factors on the basis of summarizing the theory of risk management of communication engineering project. A complete risk management framework is constructed for the risk factors of the communication engineering project and the various conditions in the communication engineering project of W Company. Firstly, the paper clarifies the risk of W company's communication engineering project, and puts forward the risk factors; secondly, it analyzes and evaluates the risk of W company's communication engineering project. The corresponding risk response plan and monitoring mechanism are developed according to the identified risks and the assessment and analysis results. Finally, according to the existing plans and mechanisms, the measures and implementation ways to deal with the risks are proposed. The purpose of this paper is to identify and predict the possible risks before the implementation of the communication engineering project of W Company, and to avoid the harm to the company's interests by using the methods of evading and transferring.
