【摘要】:隨著改革開放的不斷深入,我國(guó)快遞物流市場(chǎng)發(fā)生著急劇的變化。面對(duì)全新的市場(chǎng)環(huán)境,中國(guó)郵政集團(tuán)公司制定了“打造郵政綜合服務(wù)平臺(tái)”的戰(zhàn)略規(guī)劃,以供應(yīng)鏈物流為發(fā)展方向,以城市、農(nóng)村雙向商品流通為主要目標(biāo)市場(chǎng),努力轉(zhuǎn)型成為提供一攬子物流解決方案的綜合服務(wù)商。本文以湖北郵政綜合服務(wù)平臺(tái)作為研究對(duì)象,從環(huán)境分析與戰(zhàn)略定位、關(guān)鍵資源與能力分析、戰(zhàn)略實(shí)施與績(jī)效評(píng)價(jià)等三個(gè)方面對(duì)湖北郵政實(shí)施綜合服務(wù)平臺(tái)戰(zhàn)略的可行性進(jìn)行了評(píng)估。文章認(rèn)為湖北農(nóng)村物流發(fā)展的潛力很大。湖北郵政綜合服務(wù)平臺(tái)的發(fā)展得益于外部政策紅利支持和該企業(yè)所處的極佳發(fā)展趨勢(shì),內(nèi)部則擁有國(guó)家政策、品牌網(wǎng)絡(luò)、軟硬件水平等優(yōu)勢(shì);同時(shí)也存在著農(nóng)村基礎(chǔ)設(shè)施相對(duì)落后、網(wǎng)絡(luò)運(yùn)作能力不強(qiáng)、管理體制不暢、農(nóng)資專營(yíng)、民企外企的深入等劣勢(shì)與威脅。湖北郵政公司要將其戰(zhàn)略定位在關(guān)注農(nóng)戶、農(nóng)產(chǎn)品生產(chǎn)企業(yè),通過優(yōu)化管理降低客戶成本帶來收益、整合服務(wù)為客戶增值而實(shí)現(xiàn)收益;通過占有專有資源實(shí)現(xiàn)服務(wù)的高門檻、優(yōu)化網(wǎng)絡(luò)和品牌實(shí)現(xiàn)規(guī);(jīng)營(yíng)、整合業(yè)務(wù)資源為客戶提供多樣化的增值服務(wù);通過標(biāo)準(zhǔn)化服務(wù)鎖定零售客戶、為小規(guī)?蛻籼峁┑统杀窘鉀Q方案、通過廣泛覆蓋各層級(jí)顧客實(shí)現(xiàn)客戶關(guān)系的建立。本文還提出了實(shí)現(xiàn)湖北郵政綜合服務(wù)平臺(tái)戰(zhàn)略的保障措施,包括了加強(qiáng)農(nóng)村郵政基礎(chǔ)設(shè)施建設(shè)、升級(jí)改造郵政網(wǎng)絡(luò)滿足市場(chǎng)需求、繼續(xù)健全服務(wù)體系、做好市場(chǎng)定位和確立市場(chǎng)目標(biāo)、爭(zhēng)取國(guó)家政策紅利、加強(qiáng)人力資源建設(shè)等。
[Abstract]:With the deepening of reform and opening up, China's express logistics market has undergone rapid changes. Facing the new market environment, the China Post Group Company has formulated the strategic plan of "creating a comprehensive postal service platform", taking the supply chain logistics as the development direction, and taking the two-way circulation of commodities in cities and villages as the main target market. Strive to transform into an integrated service provider providing a package of logistics solutions. This paper takes Hubei Post Integrated Service platform as the research object, from the environmental analysis and strategic positioning, key resources and capacity analysis, This paper evaluates the feasibility of Hubei Post's implementation of integrated service platform strategy from three aspects: strategic implementation and performance evaluation. The article thinks Hubei rural logistics development potential is very big. The development of Hubei Post Integrated Service platform benefits from the support of external policy dividend and the excellent development trend of the enterprise, and the internal advantages of national policy, brand network, software and hardware level, etc. At the same time, there are disadvantages and threats such as the relative backwardness of rural infrastructure, the weak network operation ability, the unobstructed management system, the monopoly of agricultural resources, the deepening of foreign enterprises of private enterprises, and so on. Hubei Post Company should focus its strategic position on farmers, agricultural production enterprises, reduce customer cost by optimizing management to bring benefits, integrate services for customer appreciation and realize benefits; realize the high threshold of services through possession of proprietary resources. Optimize the network and brand to achieve large-scale operation, integrate business resources to provide diversified value-added services for customers; through standardized services to lock in retail customers, provide small customers with low-cost solutions, Customer relationships are established through extensive coverage of customers at all levels. This paper also puts forward the safeguard measures to realize the strategy of Hubei Post Integrated Service platform, including strengthening the rural postal infrastructure construction, upgrading and transforming the postal network to meet the market demand, and continuing to improve the service system. Make the market position and establish the market target, strive for the national policy dividend, strengthen the construction of human resources, etc.
