中國(guó)鐵路通信公司人才國(guó)際化策略研究

【摘要】:隨著全球化進(jìn)程的加快,中國(guó)企業(yè)也一直在積極探索“走出去”,努力提升國(guó)際競(jìng)爭(zhēng)力。然而,相較于發(fā)達(dá)國(guó)家的跨國(guó)公司,中國(guó)企業(yè)的全球化之路仍然處于起步階段,在研發(fā)能力、技術(shù)創(chuàng)新、人才培養(yǎng)等方面的核心競(jìng)爭(zhēng)力上仍然存在差距。中國(guó)鐵路通信公司盡管已經(jīng)發(fā)展成為全球最大的軌道交通控制系統(tǒng)供應(yīng)商,但國(guó)際經(jīng)營(yíng)指數(shù)仍然非常低。作為一家央企,中國(guó)鐵路通信公司和眾多中國(guó)企業(yè)一樣,肩負(fù)著國(guó)家“走出去”戰(zhàn)略的重要使命,積蓄了國(guó)家化經(jīng)營(yíng)的強(qiáng)大內(nèi)在驅(qū)動(dòng)力,制定了十三五期間力求推動(dòng)海外業(yè)務(wù)規(guī)模發(fā)展的戰(zhàn)略。在這種背景下,中國(guó)鐵路通信公司的國(guó)際化也面臨著諸多挑戰(zhàn),其中,企業(yè)缺乏國(guó)際化人才,專業(yè)化的國(guó)際市場(chǎng)經(jīng)營(yíng)團(tuán)隊(duì)缺乏等問(wèn)題突出。人才資源作為第一資源,研究和探索中國(guó)鐵路通信公司人才國(guó)際化策略具有著重要意義和現(xiàn)實(shí)作用。本文以中國(guó)鐵路通信公司為例,對(duì)國(guó)有企業(yè)人才國(guó)際化策略進(jìn)行研究分析。通過(guò)采用對(duì)標(biāo)分析的方法,將中國(guó)鐵路通信公司與國(guó)際上國(guó)際化程度高的交通通信信號(hào)領(lǐng)域技術(shù)、產(chǎn)品和服務(wù)供應(yīng)商西門子、阿爾斯通、龐巴迪公司,針對(duì)于企業(yè)國(guó)際化發(fā)展情況和人才情況進(jìn)行對(duì)標(biāo)分析,發(fā)現(xiàn)中國(guó)鐵路通信公司人才國(guó)際化進(jìn)程中存在的差距和問(wèn)題,從人才國(guó)際化招聘策略、人才國(guó)際化配置策略、人才國(guó)際化培養(yǎng)策略、人才國(guó)際化評(píng)價(jià)策略等方面著手制定全面科學(xué)的中國(guó)鐵路通信公司的人才國(guó)際化策略,為構(gòu)建中國(guó)鐵路通信公司未來(lái)五年國(guó)際化人才隊(duì)伍提供參考依據(jù),為中國(guó)鐵路通信公司未來(lái)發(fā)展儲(chǔ)備國(guó)際化人才。
[Abstract]:With the acceleration of globalization, Chinese enterprises have been actively exploring "going out" and striving to enhance international competitiveness. However, compared with the multinational corporations in developed countries, the road of globalization of Chinese enterprises is still in its infancy, and there is still a gap in the core competitiveness of R & D, technological innovation, personnel training and so on. Although China Railway Communications Corporation has developed into the world's largest rail transit control system supplier, but the international business index is still very low. As a central enterprise, the China Railway Communications Company, like many Chinese enterprises, is shouldering the important mission of the country's "going out" strategy, and has accumulated a strong internal driving force for nationalized operation. Formulated the 13 th-five-year period to promote overseas business scale development strategy. In this context, the internationalization of Chinese railway communication companies is also facing many challenges, among which, the lack of international personnel, the lack of specialized international market management team outstanding problems. As the first resource, it is of great significance and practical significance to study and explore the strategy of talent internationalization of China Railway Communication Corporation. Taking China Railway Communication Company as an example, this paper studies and analyzes the internationalization strategy of talents in state-owned enterprises. By using the method of standard analysis, China Railway Communications Company and the international suppliers of technology, products and services in the field of traffic communication signal, such as Siemens, Alstom, Bombardier, This paper analyzes the development of enterprise internationalization and talent situation, finds out the gap and problems existing in the process of talent internationalization in China Railway Communication Company, and analyzes the strategy of recruiting talents internationally and the strategy of talent internationalization allocation. In the aspects of talent internationalization training strategy, talent internationalization evaluation strategy and so on, the author begins to formulate a comprehensive and scientific talent internationalization strategy of China Railway Communication Company, which provides a reference basis for the construction of China Railway Communication Company's international talent team in the next five years. For the future development of China Railway Communication Company international talent reserve.
