【摘要】：隨著移動通信行業(yè)的迅速發(fā)展,以及電信企業(yè)改革的逐漸深入,三大運營商之間的競爭日益加劇。為了滿足目益增長的業(yè)務(wù)發(fā)展需要,中國聯(lián)通提出了網(wǎng)絡(luò)領(lǐng)先、業(yè)務(wù)領(lǐng)先、服務(wù)領(lǐng)先的3G戰(zhàn)略,并要求整合公司內(nèi)部資源,發(fā)揮融合優(yōu)勢,快速提高企業(yè)運營效率,建立統(tǒng)一、集中、規(guī)范、透明、共享的業(yè)務(wù)管控體系,實現(xiàn)全網(wǎng)一體化運營。 中國聯(lián)通集中綜合結(jié)算系統(tǒng)是在中國聯(lián)通和中國網(wǎng)通合并后,為進一步完成移動網(wǎng)、固定網(wǎng)兩網(wǎng)融合、同時解決原中國聯(lián)通、中國網(wǎng)通兩公司多套結(jié)算系統(tǒng)(總部、各省分公司)之間結(jié)算難的問題而特別規(guī)劃建設(shè)的結(jié)算系統(tǒng),實現(xiàn)了中國聯(lián)通的移動通信業(yè)務(wù)、固定通信業(yè)務(wù)、衛(wèi)星國際專線業(yè)務(wù)、數(shù)據(jù)通信業(yè)務(wù)、網(wǎng)絡(luò)接入業(yè)務(wù)、各類增值業(yè)務(wù)的全方位支撐。此結(jié)算系統(tǒng)針對中國聯(lián)通結(jié)算系統(tǒng)的特殊性、復(fù)雜性,開創(chuàng)性的采用了“一級系統(tǒng)、兩級管理,三級生產(chǎn)”的三級運營模式,將幾十套不同的結(jié)算平臺的數(shù)據(jù)進行匯總,存在技術(shù)難度大、工作量高等困難,會在項目建設(shè)過程中遇到這樣那樣的問題,通過科學(xué)的范圍管理,針對項目實施提前進行全面規(guī)劃,做好項目的范圍管理,可以使得項目順利進展,事半功倍。 就通信類工程項目來說,與其它行業(yè)相比,在工程項目過程中客戶的需求變化比較大,并且由于行業(yè)的發(fā)展相當迅速,在項目的建設(shè)過程中因為這樣那樣的問題可能會導(dǎo)致需求的變更。通信類企業(yè)在進行工程項目范圍管理時如何明確需求、制定范圍計劃、進行范圍定義并在此項目實施中進行有效的范圍控制對于通信工程項目范圍管理的研究顯得尤為重要。 本文結(jié)合IT類項目在范圍管理方面的理論知識,利用范圍管理的方法和工具對中國聯(lián)通集中綜合結(jié)算系統(tǒng)建設(shè)項目的范圍管理進行詳細分析,針對中國聯(lián)通集中綜合結(jié)算系統(tǒng)建設(shè)項目自身的特點進行范圍管理,從而對項目進行有效的范圍管理。 本文通過對中國聯(lián)通集中綜合結(jié)算系統(tǒng)建設(shè)項目的研究,針對中國聯(lián)通集中綜合結(jié)算系統(tǒng)建設(shè)項目中出現(xiàn)的相關(guān)問題提出相應(yīng)的應(yīng)對策略及手段,保證對本項目能夠進行有效的范圍管理,為電信行業(yè)同類項目提供范圍管理方面的經(jīng)驗分享和參考。
[Abstract]:With the rapid development of mobile communication industry and the deepening of telecom enterprise reform, the competition among the three major operators is becoming more and more serious.In order to meet the needs of business development, China Unicom has put forward the 3G strategy of network leading, business leading and service leading. It also requires the integration of internal resources of the company, the development of integration advantages, the rapid improvement of enterprise operation efficiency, and the establishment of unity.Centralized, standardized, transparent, shared business management and control system to achieve the integrated operation of the whole network.The settlement system, which has been specially planned and built between provinces and branches, has realized the mobile communication services, fixed communication services, satellite international special line services, data communication services, network access services of China Unicom,All kinds of value-added business support.Aiming at the particularity, complexity, and originality of China Unicom's settlement system, this settlement system adopts the three-level operation model of "one level system, two level management, three level production", and aggregates the data of dozens of different settlement platforms.There are many difficulties, such as high technical difficulty and high workload. We will encounter some problems in the process of project construction. Through scientific scope management, we can carry out comprehensive planning ahead of time for the implementation of the project and do a good job in scope management of the project.It can make the project go smoothly and get twice the result with half the effort.As far as communications engineering projects are concerned, compared with other industries, the needs of customers in the process of engineering projects vary greatly, and because of the rapid development of the industry,During the construction of the project, requirements may change due to one problem or another.It is very important for communication enterprises to study the scope management of communication engineering project how to define the requirement, make the scope plan, define the scope and carry out the effective scope control in the implementation of the project.Based on the theoretical knowledge of IT projects in scope management, this paper analyzes the scope management of China Unicom centralized settlement system by means of scope management methods and tools.According to the characteristics of the construction project of China Unicom centralized settlement system, scope management is carried out, so as to effectively manage the scope of the project.To ensure the effective scope management of the project, to provide the telecommunications industry with similar projects related to scope management experience sharing and reference.
