【摘要】：隨著國家社會信息化建設(shè)帷幕的拉開,各電信運營商也迎來了新一輪的發(fā)展契機。中國聯(lián)通提出了在2012-2014年實現(xiàn)“百兆入戶、千兆匯聚、T級出口”的三年寬帶發(fā)展戰(zhàn)略,并明確信息生活是公司的核心經(jīng)營領(lǐng)域,鞏固寬帶市場的主導地位,對于晉中聯(lián)通而言,即要大力度加快用戶端的光纖接入,EPON技術(shù)將是未來一段時間內(nèi)的固網(wǎng)建設(shè)重點。 由于EPON技術(shù)的先進性和其在山西晉中聯(lián)通首次規(guī)模建設(shè)FTTH的特殊性,工程范圍、實施環(huán)境發(fā)生較大變化,質(zhì)量管理、成本管理增加新的內(nèi)容,進度管理難度加大,實施中面臨的風險多種多樣,亟需實施風險管理。 本文以晉中聯(lián)通光速城市EPON項目為研究對象,運用相關(guān)的風險管理理論、風險管理過程及風險管理技術(shù)和方法,研究實施EPON項目建設(shè)的風險管理內(nèi)容,圍繞質(zhì)量、進度、成本三目標研究EPON項目的風險管理,探索并總結(jié)出EPON項目的風險管理框架和風險評估方法,以提高此類項目的工作質(zhì)量和效率,保證項目的順利完成,也為今后的項目風險管理提供參考。
[Abstract]:With the open country social informatization construction curtain, the telecom operators also ushered in a new round of opportunity for development. China Unicom proposed "fast home, Gigabit aggregation in 2012-2014 years, T export" three years of broadband development strategy and clear information life is the company's core business areas, consolidate the dominant position of broadband the market for Jinzhong Unicom, which should speed up the optical access client, EPON technology will be the next period of time fixed network construction of the key.
Due to the advanced EPON technology and particularity, the scale of construction for the first time in Shanxi Unicom FTTH project in Jinzhong, the implementation of environmental change, quality management, cost management to add new content, increase the difficulty in the implementation of schedule management, facing various risks, the urgent need to implement risk management.
This article take the Jinzhong Unicom EPON light city project as the research object, the use of risk management theory, risk management process and risk management techniques and methods, the construction of EPON project risk management, the implementation of research focus on quality, schedule, cost of risk management three research goals of the EPON project, to explore and summarize the methods of risk management framework and risk evaluation of the EPON project, in order to improve the quality and efficiency of such projects, to ensure the successful completion of the project risk management, also provide reference for future projects.
