【摘要】：本文對中國軟件出口的現(xiàn)狀及趨勢進行分析,認為中國軟件出口已進入由高速增長轉(zhuǎn)向中低速增長區(qū)間,但規(guī)模實力明顯提升,出口結(jié)構(gòu)呈現(xiàn)以信息技術(shù)外包為主的多元化格局。中國軟件出口市場已形成歐美為主、輻射全球的格局;東部地區(qū)仍是增長的主要動力,以軟件出口基地城市為中心、軟件園區(qū)為載體的空間集聚效應(yīng)更趨明顯。軟件出口企業(yè)以內(nèi)資企業(yè)為主、自主創(chuàng)新能力逐步增強,人力資源結(jié)構(gòu)不斷向高端化演進。但要素成本全面上升、軟件業(yè)人才短缺等成為制約軟件出口競爭力的主要因素,應(yīng)把提高自主創(chuàng)新能力擺在首位,發(fā)揮政策組合拳作用,積極優(yōu)化軟件出口政策和發(fā)展環(huán)境。
[Abstract]:This paper analyzes the current situation and trend of China's software export, and concludes that China's software export has entered the middle and low growth range from high speed growth to medium and low speed growth, but its scale strength has obviously increased.The export structure presents a diversified pattern of IT outsourcing.The software export market of China has formed the pattern of Europe and America, which radiates the whole world, the eastern region is still the main driving force of the growth, the spatial agglomeration effect of the software park as the carrier is more obvious, with the software export base city as the center and the software park as the carrier.Software export enterprises are mainly domestic enterprises, independent innovation ability is gradually enhanced, human resource structure continues to evolve to the high end.However, the factor cost and the shortage of talents in software industry have become the main factors restricting the competitiveness of software export. We should put the improvement of independent innovation ability in the first place, give play to the role of policy combination, and actively optimize the software export policy and development environment.
