基于技術(shù)標(biāo)準(zhǔn)的企業(yè)創(chuàng)新管理模式構(gòu)建及路徑整合研究

【摘要】:歐洲的經(jīng)濟(jì)危機(jī)順勢(shì)蔓延全球,這對(duì)競(jìng)爭本就非常激烈的國際市場(chǎng)來說無疑是雪上加霜。國內(nèi)外的企業(yè)正面臨著前所未有的機(jī)遇與挑戰(zhàn),企業(yè)創(chuàng)新管理模式的構(gòu)建需要管理者利用新的思維方法和創(chuàng)新機(jī)制,有效地整合企業(yè)各方面的資源。因此,基于技術(shù)標(biāo)準(zhǔn)的創(chuàng)新管理模式構(gòu)建對(duì)企業(yè)來說提供的不僅僅是一種新的發(fā)展模式,更是一種新的發(fā)展思維。 隨著社會(huì)的發(fā)展,標(biāo)準(zhǔn)已經(jīng)取代關(guān)稅的地位,成為各國貿(mào)易往來的主要壁壘。也就是說誰引領(lǐng)了技術(shù)標(biāo)準(zhǔn),誰將擁有貿(mào)易過程的主動(dòng)權(quán),占據(jù)有力的競(jìng)爭地位。技術(shù)標(biāo)準(zhǔn)化最重要的作用并不是簡單地給外來商品設(shè)立一個(gè)準(zhǔn)入門檻,而是要通過技術(shù)擴(kuò)散、外溢實(shí)現(xiàn)產(chǎn)業(yè)創(chuàng)新,推動(dòng)經(jīng)濟(jì)又好又快的發(fā)展。因此,基于技術(shù)標(biāo)準(zhǔn)的企業(yè)創(chuàng)新管理模式研究就顯得非常重要。同時(shí),經(jīng)濟(jì)全球化是當(dāng)今世界經(jīng)濟(jì)發(fā)展的特征,,各國經(jīng)濟(jì)通過商貿(mào)往來相互聯(lián)系、相互依存、相互融合。我國已加入WTO后,融入世界經(jīng)濟(jì)的大潮中,現(xiàn)代資源、技術(shù)、信息、人才和商品在全球范圍內(nèi)流動(dòng),企業(yè)競(jìng)爭日趨激烈。企業(yè)在競(jìng)爭中要想占據(jù)優(yōu)勢(shì)地位,出路只有一條,那就是提升管理水平,實(shí)現(xiàn)管理創(chuàng)新。企業(yè)必須盡快創(chuàng)新自身的管理體制,適應(yīng)技術(shù)發(fā)展的需要,才能在競(jìng)爭中站穩(wěn)腳跟,在競(jìng)爭中求得發(fā)展。 本文在闡述技術(shù)標(biāo)準(zhǔn)和管理模式相關(guān)理論的基礎(chǔ)上,從技術(shù)標(biāo)準(zhǔn)的特性和市場(chǎng)發(fā)展態(tài)勢(shì)兩個(gè)角度分析技術(shù)標(biāo)準(zhǔn)對(duì)企業(yè)創(chuàng)新管理的影響機(jī)理,給出基于技術(shù)標(biāo)準(zhǔn)的企業(yè)創(chuàng)新管理運(yùn)行機(jī)制。首先從企業(yè)現(xiàn)有技術(shù)結(jié)構(gòu)、企業(yè)現(xiàn)有設(shè)備狀況、研發(fā)能力、企業(yè)人力資源狀況、企業(yè)學(xué)習(xí)能力等方面分析企業(yè)內(nèi)部因素對(duì)選擇技術(shù)標(biāo)準(zhǔn)的影響;從技術(shù)標(biāo)準(zhǔn)供給、技術(shù)標(biāo)準(zhǔn)的發(fā)展趨勢(shì)、國家政策、行業(yè)發(fā)展?fàn)顩r與行業(yè)標(biāo)準(zhǔn)、技術(shù)生命周期、消費(fèi)者需求等方面分析外部因素對(duì)企業(yè)選擇技術(shù)標(biāo)準(zhǔn)的影響;從技術(shù)標(biāo)準(zhǔn)的兼容性、技術(shù)標(biāo)準(zhǔn)的轉(zhuǎn)換成本、技術(shù)標(biāo)準(zhǔn)的先進(jìn)性、技術(shù)標(biāo)準(zhǔn)的用戶基數(shù)等方面分析技術(shù)標(biāo)準(zhǔn)的自身因素如何影響企業(yè)選擇技術(shù)標(biāo)準(zhǔn)并進(jìn)一步從企業(yè)的內(nèi)外部因素以及技術(shù)標(biāo)準(zhǔn)的特性三個(gè)角度分析影響企業(yè)技術(shù)標(biāo)準(zhǔn)選擇的因素。接下來從創(chuàng)新戰(zhàn)略管理、創(chuàng)新的計(jì)劃管理、創(chuàng)新的變更反饋管理、創(chuàng)新源管理、技術(shù)獲取的管理、創(chuàng)新知識(shí)管理、市場(chǎng)需求管理、組織結(jié)構(gòu)優(yōu)化等創(chuàng)新過程的關(guān)鍵管理活動(dòng)著手,分析技術(shù)標(biāo)準(zhǔn)對(duì)企業(yè)的戰(zhàn)略、技術(shù)、市場(chǎng)和組織這四個(gè)層面產(chǎn)生的影響,從而構(gòu)建企業(yè)創(chuàng)新管理的模式。在實(shí)證研究部分以中國移動(dòng)為例子,運(yùn)用前面的理論研究成果,分析其創(chuàng)新管理的現(xiàn)狀及基于技術(shù)標(biāo)準(zhǔn)視角的創(chuàng)新管理模式并給出政策建議。
[Abstract]:The economic crisis in Europe is spreading all over the world, adding to the serious competition in the international market. Enterprises at home and abroad are facing unprecedented opportunities and challenges. The construction of enterprise innovation management model requires managers to utilize new thinking methods and innovative mechanisms to effectively integrate all aspects of enterprise resources. The construction of innovative management model based on technical standard provides not only a new development model, but also a new development thinking. With the development of society, standards have replaced tariffs and become the main barriers to trade between countries. That is, who leads the technical standards, who will have the initiative of the trade process. The most important role of technology standardization is not simply to set an entry threshold for foreign commodities, but to achieve industrial innovation through technology diffusion and spillover, and to promote the sound and rapid development of the economy. At the same time, economic globalization is the characteristic of the economic development in the world. After China's entry into WTO, China has entered into the tide of the world economy. Modern resources, technology, information, talents and commodities flow around the world, and the competition of enterprises is becoming increasingly fierce. Enterprises want to occupy an advantageous position in the competition. There is only one way out, that is, to improve the management level and realize the management innovation. Enterprises must innovate their own management system as soon as possible and adapt to the needs of technological development in order to stand firm in the competition and develop in the competition. Based on the related theories of technical standard and management mode, this paper analyzes the influence mechanism of technical standard on enterprise innovation management from two aspects: the characteristics of technical standard and the market development situation. The operation mechanism of enterprise innovation management based on technical standard is given. Firstly, the existing technology structure, equipment status, R & D capability, human resource status of enterprise are introduced. This paper analyzes the influence of internal factors on the selection of technical standards from the aspects of enterprise learning ability, including the supply of technical standards, the development trend of technical standards, national policies, industry development conditions and industry standards, technology life cycle, etc. Analyzing the influence of external factors on enterprises' choice of technical standards in terms of consumer demand, the compatibility of technical standards, the conversion cost of technical standards, the advanced nature of technical standards, This paper analyzes how the technical standard's own factors affect the enterprise's choice of the technical standard from the aspects of the user base of the technical standard, and further analyzes the influence of the enterprise's technology standard from the internal and external factors of the enterprise and the characteristics of the technical standard. From the perspective of innovative strategic management, Innovative planning management, innovative change feedback management, innovation source management, technology acquisition management, innovative knowledge management, market demand management, organizational structure optimization and other key management activities, This paper analyzes the impact of technology standards on enterprise strategy, technology, market and organization, and constructs the model of enterprise innovation management. In the empirical research part, China Mobile is taken as an example and the previous theoretical research results are used. The present situation of innovation management and the innovation management model based on technical standards are analyzed and some policy suggestions are given.
