政府對電信行業(yè)普遍服務的監(jiān)管問題研究

【摘要】:隨著經濟和通信技術的快速發(fā)展,電信行業(yè)在市場經濟體制中占有舉足輕重的地位,對于帶動其他行業(yè)的發(fā)展也起到至關重要的作用。電信行業(yè)普遍服務作為助力國民經濟發(fā)展和改善民生的重要途徑,是需要長期推進下去的,它既是政府對人民的義務和責任,也是經濟發(fā)展的必要因素。但近些年來,電信行業(yè)從壟斷逐步過渡到市場化全面競爭,失去了原有的政府扶持和保護政策,電信行業(yè)普遍服務失去了原有的潤滑劑和土壤,同時由于電信運營商追求利益最大化,政府又缺乏與時俱進的監(jiān)管機制,使電信行業(yè)普遍服務領域成為了“市場失靈”的重災區(qū)。政府是國家的“代言人”,是市場監(jiān)管和服務的主體,這時候需要政府用“無形的手”進行直接干預,使電信行業(yè)普遍服務的國家戰(zhàn)略得以順利推進。但目前政府監(jiān)管部門由于存在監(jiān)管缺位、錯位和越位等諸多問題,已經逐漸失去了行業(yè)監(jiān)管的主動,如何通過政府監(jiān)管讓電信行業(yè)在自身良性發(fā)展的同時又為全社會提供普遍服務,更好的履行社會責任和公共服務職能,建立公平、有效的監(jiān)管體系,從而實現(xiàn)經濟效益和社會效益的“雙豐收”,成為政府亟待解決的問題。本文從電信行業(yè)普遍服務的重要意義和目前存在的主要問題為切入點,以政府對電信行業(yè)普遍服務監(jiān)管過程中存在的突出問題為研究重點,并進行了實地調研,深入剖析背后的深層次原因,借鑒國外發(fā)達國家的先進經驗,并結合自己這些年在電信行業(yè)工作的實際經驗,提出了適合我國國情的有針對性的對策及建議,為該領域的發(fā)展提供了一定的理論貢獻。
[Abstract]:With the rapid development of economy and communication technology, the telecommunication industry plays an important role in the market economy system. As an important way to help the development of the national economy and improve the people's livelihood, universal services in the telecommunications industry need to be pushed forward for a long time. It is not only the duty and responsibility of the government to the people, but also plays a vital role in promoting the development of other industries. But in recent years, the telecommunications industry has gradually transitioned from monopoly to market-oriented overall competition, lost the original government support and protection policies, and lost the original lubricant and soil for universal services in the telecommunications industry. At the same time, because the telecom operators pursue the maximization of benefits, the government lacks the regulatory mechanism to keep pace with the times. The government is the "spokesman" of the country and the main body of market supervision and service. At this time, the government needs to intervene directly with the "invisible hand". The national strategy of universal services in the telecommunications industry has been promoted smoothly. However, at present, due to the absence, dislocation and offside of supervision, the government regulatory authorities have gradually lost the initiative of industry supervision. How to make the telecommunications industry develop healthily and provide universal services to the whole society through government supervision, better perform its social responsibility and public service functions, and establish a fair and effective regulatory system. Therefore, to realize the "double harvest" of economic and social benefits has become an urgent problem to be solved by the government. Focusing on the outstanding problems existing in the process of the government's supervision of the universal services in the telecommunications industry, and carrying out field investigations, the paper makes a thorough analysis of the deep-seated reasons behind, and draws lessons from the advanced experience of the developed countries. Combined with the practical experience of working in the telecommunication industry in recent years, this paper puts forward some targeted countermeasures and suggestions suitable for the national conditions of our country, which provides a certain theoretical contribution to the development of this field.
