【摘要】:電信行業(yè)各種新技術(shù)、新需求不斷被引入,尤其是數(shù)據(jù)通信專業(yè),國家寬帶、IP RAN的建設(shè),使其面臨良好的發(fā)展機遇,項目數(shù)量和規(guī)模都不斷擴大。數(shù)據(jù)通信項目通常具有建設(shè)周期短、投資大、技術(shù)密集復(fù)雜、參與方多的特點,在項目交付的過程中,風(fēng)險也隨之而來。在這種情況下,如何在預(yù)定時間內(nèi),高質(zhì)量完成數(shù)據(jù)通信項目的交付,降低或規(guī)避風(fēng)險對項目目標的影響,成為電信設(shè)備提供商和運營商日益關(guān)心的問題,而有效的風(fēng)險管理無疑是項目順利交付的有力保障。 論文首先針對數(shù)據(jù)通信行業(yè)背景、項目風(fēng)險管理的研究現(xiàn)狀及存在的問題,以及項目風(fēng)險管理理論進行了分析。然后通過對數(shù)據(jù)通信項目及其風(fēng)險特點的研究,詳細闡述了數(shù)據(jù)通信項目風(fēng)險管理的流程和方法。最后,結(jié)合具體數(shù)據(jù)通信項目工程,進行理論與實際的結(jié)合,對項目風(fēng)險管理涉及到的風(fēng)險規(guī)劃、風(fēng)險識別、風(fēng)險分析、風(fēng)險應(yīng)對和風(fēng)險監(jiān)控等主要方法和技術(shù)進行了深入研究與詳細論述。論文通過對數(shù)據(jù)通信項目風(fēng)險管理的分析與研究,為后續(xù)數(shù)據(jù)通信項目的管理,尤其是風(fēng)險管理提供了一定的借鑒意義。
[Abstract]:All kinds of new technologies and new demands of telecommunication industry are constantly introduced, especially in the field of data communication, the construction of national broadband IP RAN, which makes it face a good development opportunity. The number and scale of projects are constantly expanding. Data communications projects are usually characterized by short construction cycles, large investment, technology-intensive complexity, and multiple participants. In this case, risks follow in the course of project delivery. How to complete the delivery of data communication projects with high quality in a predetermined time, reduce or avoid the impact of risk on the project objectives, has become an issue of increasing concern to telecom equipment providers and operators. And the effective risk management is undoubtedly the project smooth delivery has the guarantee. Firstly, the paper analyzes the background of data communication industry, the current situation and existing problems of project risk management, and the theory of project risk management. Then, through the research of data communication project and its risk characteristics, The flow and method of risk management of data communication project are expounded in detail. Finally, combining the theory with practice, the risk planning, risk identification and risk analysis of project risk management are discussed. The main methods and techniques of risk response and risk monitoring have been deeply studied and discussed in detail. Through the analysis and research on risk management of data communication project, this paper aims at the management of data communication project. In particular, risk management provides a certain reference significance.
