【摘要】：中小企業(yè)是國民經(jīng)濟(jì)的重要基礎(chǔ)。加快全國中小企業(yè)服務(wù)體系建設(shè),不僅是中小企業(yè)工作的重要方面,是打通政策落實(shí)"最后一公里"的關(guān)鍵,而且是促進(jìn)中小企業(yè)轉(zhuǎn)型升級(jí)和創(chuàng)新發(fā)展的有效途徑。近年來,我國中小企業(yè)服務(wù)體系建設(shè)總體上取得積極成效,政策體系相對(duì)完善,服務(wù)體系初步形成,服務(wù)活動(dòng)形式多樣,開創(chuàng)了新的局面。但是,受國內(nèi)外諸多因素影響,發(fā)展仍面臨一些矛盾和問題。新形勢(shì)對(duì)加快中小企業(yè)服務(wù)體系建設(shè)提出了更高、更迫切的要求,需要進(jìn)一步轉(zhuǎn)變服務(wù)意識(shí)與理念,整合與集聚各類服務(wù)資源,形成有效的服務(wù)機(jī)制與服務(wù)模式,開發(fā)創(chuàng)新服務(wù)市場(chǎng)與服務(wù)產(chǎn)品,打造專業(yè)化服務(wù)隊(duì)伍,不斷提升服務(wù)能力與水平,創(chuàng)新完善服務(wù)制度與工作機(jī)制,做好頂層設(shè)計(jì)和發(fā)展規(guī)劃制定,探索解決可持續(xù)發(fā)展問題,加快形成多層次、多功能、寬領(lǐng)域、廣覆蓋的社會(huì)化中小企業(yè)服務(wù)體系。
[Abstract]:Small and medium-sized enterprises are an important foundation of the national economy. Speeding up the construction of the national service system for small and medium-sized enterprises is not only an important aspect of the work of small and medium-sized enterprises, the key to the implementation of the "last kilometer" of the policy, but also an effective way to promote the transformation, upgrading and innovative development of small and medium-sized enterprises. In recent years, the construction of service system for small and medium-sized enterprises in China has achieved positive results on the whole, the policy system has been relatively perfect, the service system has been initially formed, and the forms of service activities have been diverse, thus creating a new situation. However, under the influence of many factors at home and abroad, development is still facing some contradictions and problems. The new situation puts forward higher and more urgent requirements for speeding up the construction of service system for small and medium-sized enterprises. It is necessary to further change service consciousness and concept, integrate and gather all kinds of service resources, form effective service mechanism and service mode, develop innovative service market and service products, build professional service team, constantly improve service ability and level, innovate and perfect service system and working mechanism. We should do a good job in top-level design and development planning, explore and solve the problem of sustainable development, and speed up the formation of a multi-level, multi-functional, wide-field, and widely covered service system for small and medium-sized enterprises.
