【摘要】：正現(xiàn)行《企業(yè)財務(wù)通則》(以下簡稱《通則》)落入尷尬境地,根本原因在于失位。因此,精準定位是《通則》重修的關(guān)鍵。筆者認為,重修《通則》要做到三個精準定位。一、法律定位現(xiàn)行《通則》以財政部令發(fā)布,法律層級上定位為"規(guī)章",具有強制性。這種法律定位,在《通則》發(fā)布之初為推進其落地發(fā)揮了強有力作用,甚至可以說在某些方面強制性地規(guī)范了企業(yè)的財務(wù)行為。但隨著政府職能轉(zhuǎn)變、國企深化改革和會計、稅收等法律法規(guī)的
[Abstract]:The current Financial rules of Enterprises (hereinafter referred to as "General rules") fall into an awkward situation, the fundamental reason lies in the loss of position. Therefore, accurate positioning is the key to < General > repair. The author believes that the re-revision of the General rules to achieve three precise positioning. First, the current General rules are issued by the Ministry of Finance, and are defined as "regulations" at the legal level, which is mandatory.
