【摘要】：在簡政放權(quán)、放管結(jié)合、優(yōu)化服務(wù)的背景下,要充分利用多元機制發(fā)揮創(chuàng)新創(chuàng)業(yè)和"互聯(lián)網(wǎng)+"集眾智匯眾力的乘數(shù)效應(yīng),前提是通過"互聯(lián)網(wǎng)+雙創(chuàng)服務(wù)"模式以及完善的服務(wù)體系來優(yōu)化"雙創(chuàng)"服務(wù)。優(yōu)化"雙創(chuàng)"服務(wù)的邏輯起點是基于人的自由發(fā)展而提供公共性、基礎(chǔ)性、環(huán)境性服務(wù),以及具有個性化、多元化與柔性化特征的服務(wù),構(gòu)建行政機制、市場機制、互助機制與志愿機制有效銜接的"雙創(chuàng)"服務(wù)體系,充分發(fā)揮政府、市場與社會的合力。基于探討優(yōu)化"雙創(chuàng)"服務(wù)的內(nèi)容及其遭遇的瓶頸,采取以下措施優(yōu)化"雙創(chuàng)"服務(wù)的動力機制:建設(shè)"雙創(chuàng)"服務(wù)平臺,協(xié)調(diào)"雙創(chuàng)"服務(wù)的需求和供給;推進政策服務(wù)先行先試,釋放"雙創(chuàng)"服務(wù)的活力;優(yōu)化人才服務(wù)機制,調(diào)整"雙創(chuàng)"服務(wù)程序和服務(wù)標準;制定責任機制,營造有利于"雙創(chuàng)"服務(wù)的環(huán)境氛圍。
[Abstract]:In the context of simplified administration and decentralization, combination of deregulation and management, and optimization of services, we should make full use of multiple mechanisms to give full play to the multiplier effect of innovative entrepreneurship and the "Internet" gathering wisdom and gathering the masses. The premise is to optimize mass entrepreneurship and innovation service through Internet mass entrepreneurship and innovation service model and perfect service system. The logical starting point of optimizing mass entrepreneurship and innovation services is to provide public, basic and environmental services based on the free development of human beings, as well as personalized, pluralistic and flexible services, and to construct administrative mechanisms and market mechanisms. The "mass entrepreneurship and innovation" service system, which is effectively linked by mutual aid mechanism and voluntary mechanism, gives full play to the joint efforts of government, market and society. Based on the discussion of the content of mass entrepreneurship and innovation service and its bottleneck, the following measures are taken to optimize the power mechanism of mass entrepreneurship and innovation service: to construct mass entrepreneurship and innovation service platform and to coordinate the demand and supply of mass entrepreneurship and innovation service; We should push forward the policy service first, release the vitality of mass entrepreneurship and innovation service, optimize the talent service mechanism, adjust the service procedure and service standard of mass entrepreneurship and innovation, formulate the responsibility mechanism, and create an environment conducive to mass entrepreneurship and innovation service.
