【摘要】：長(zhǎng)期以來,投資效率不高是國(guó)有企業(yè)改革要解決的難題之一,主要原因在于其內(nèi)外部治理機(jī)制不完善�；旌纤兄聘母餅榻鉀Q國(guó)有企業(yè)投資存在問題提供了良好機(jī)遇。微觀層面,混合所有制改革有助于緩解投資軟預(yù)算約束,增強(qiáng)國(guó)有企業(yè)投資能力。宏觀層面,發(fā)展混合所有制經(jīng)濟(jì)有助于降低市場(chǎng)壁壘,推進(jìn)市場(chǎng)公平,優(yōu)化行業(yè)所有制結(jié)構(gòu),增強(qiáng)國(guó)有企業(yè)投資面臨的競(jìng)爭(zhēng)壓力,倒逼其投資體制機(jī)制改革。對(duì)此,需要穩(wěn)步推進(jìn)國(guó)有企業(yè)混合所有制改革,理順政企關(guān)系;優(yōu)化股權(quán)結(jié)構(gòu),健全公司治理機(jī)制;完善市場(chǎng)體系,降低市場(chǎng)壁壘。
[Abstract]:For a long time, low investment efficiency is one of the problems to be solved in the reform of state-owned enterprises, the main reason is that the internal and external governance mechanism is not perfect. Mixed ownership reform provides a good opportunity to solve the problems of state-owned enterprises' investment. At the micro level, the mixed ownership reform helps to ease the investment soft budget constraints and strengthen the investment ability of state-owned enterprises. At the macro level, the development of mixed ownership economy will help to lower market barriers, promote market fairness, optimize the structure of ownership in the industry, strengthen the competitive pressure on investment of state-owned enterprises, and force the reform of the investment system mechanism of state-owned enterprises. Therefore, it is necessary to steadily promote the reform of the mixed ownership of state-owned enterprises, straighten out the relationship between government and enterprises, optimize the ownership structure, perfect the corporate governance mechanism, perfect the market system, and lower the market barriers.
