【摘要】：隨著我國經(jīng)濟(jì)的飛速發(fā)展,國內(nèi)形成大中企業(yè)發(fā)展壯大的趨勢,而北京市經(jīng)濟(jì)技術(shù)開發(fā)區(qū)又是一個(gè)重要的具有獨(dú)自特色的生產(chǎn)區(qū)域,許多大企業(yè),如奔馳、京東方、京東都坐落在開發(fā)區(qū),產(chǎn)業(yè)人口不斷增加,隨之帶動(dòng)開發(fā)區(qū)小微企業(yè)也迅速發(fā)展。尤其在城鄉(xiāng)結(jié)合部,行成了基數(shù)大、分布廣、行業(yè)多、門檻低的局面,現(xiàn)已成為政府安全生產(chǎn)監(jiān)管與服務(wù)的重點(diǎn)和難點(diǎn)之一,從社會(huì)進(jìn)步發(fā)展的角度來看,無論何時(shí)小微企業(yè)都是城市賴以生存和發(fā)展的重要載體,是城市的重要組成部分。開發(fā)區(qū)小微企業(yè)的安全監(jiān)管與服務(wù)是構(gòu)建經(jīng)濟(jì)技術(shù)開發(fā)區(qū)的需求,是實(shí)現(xiàn)小微企業(yè)現(xiàn)代化管理中不可或缺的重要組成部分,對開發(fā)區(qū)小微企業(yè)安全監(jiān)管與服務(wù)體系建設(shè)研究具有十分重要的現(xiàn)實(shí)意義。筆者對開發(fā)區(qū)某一特定區(qū)域的基層政府和小微企業(yè)進(jìn)行了走訪和問卷調(diào)查,通過科學(xué)地?cái)?shù)據(jù)分析結(jié)果和開發(fā)區(qū)小微企業(yè)實(shí)際以及行業(yè)分布特點(diǎn),結(jié)合工作經(jīng)驗(yàn)和個(gè)人觀點(diǎn),針對開發(fā)區(qū)小微企業(yè)安全監(jiān)管存在的主要問題和安全生產(chǎn)服務(wù)需求,積極創(chuàng)新,從群眾監(jiān)督機(jī)制、產(chǎn)權(quán)物業(yè)主體責(zé)任以及引入第三方服務(wù)機(jī)構(gòu)等方面,探索出當(dāng)前相比節(jié)約人力、更低投入、更高效益的監(jiān)管服務(wù)模式,建設(shè)較完善的管理服務(wù)體系,提升區(qū)域整體安全生產(chǎn)管理水平。
[Abstract]:With the rapid development of China's economy, the trend of large and medium-sized enterprises in China is becoming stronger and stronger, and the Beijing Economic and technological Development Zone is an important production area with its own characteristics. Many large enterprises, such as Mercedes-Benz, Beijing and East, JingDong is located in the development zone, the industrial population continues to increase, along with the development zone small and micro-enterprises are also rapid development. Especially in urban and rural areas, the situation of large cardinal numbers, wide distribution, more industries and low barriers has become one of the key and difficult points in the supervision and service of government production safety. From the perspective of social progress and development, Small and micro-enterprises are important carriers and important components of cities for their survival and development at any time. The safety supervision and service of the small and micro enterprises in the development zone is the demand of the construction of the economic and technological development zone, and it is an indispensable part of realizing the modernization management of the small and micro enterprises. It is of great practical significance to study the safety supervision and service system construction of small and micro enterprises in the development zone. The author has conducted a survey and questionnaire survey on the grass-roots government and small and micro enterprises in a certain area of the development zone. Through the scientific data analysis results and the actual and industry distribution characteristics of the small and micro enterprises in the development zone, combined with the work experience and personal views, In view of the main problems existing in the safety supervision of small and micro enterprises in the development zone and the demand for safe production services, we should actively innovate in terms of the mass supervision mechanism, the main responsibility of property rights and properties and the introduction of third party service agencies, etc. This paper explores the current supervision and service mode of saving manpower, lower input and higher benefit, builds a more perfect management service system, and promotes the overall level of safety production management in the region.
