【摘要】：隨著社會經(jīng)濟的不斷發(fā)展,科技創(chuàng)新日益成為提高企業(yè)經(jīng)濟實力的主要因素,也日益成為增強社會競爭力的決定性因素。當前企業(yè)之間的競爭日益激烈,要想在激烈的競爭環(huán)境中生存發(fā)展,提高競爭力,這就需要企業(yè)進行技術(shù)創(chuàng)新。但就我國目前的發(fā)展情況來看,企業(yè)雖然越來越重視技術(shù)創(chuàng)新,但技術(shù)水平不高、創(chuàng)新能力不強,其原因就在于技術(shù)創(chuàng)新具有外部性、溢出性以及風險性等特性,在一定程度上降低了企業(yè)進行技術(shù)創(chuàng)新活動的積極性。因此,政府有必要采取一定的激勵措施,加大政府科技投入,來提高企業(yè)進行技術(shù)創(chuàng)新的積極性。山東省作為我國經(jīng)濟大省,近幾年來,在政府科技投入方面和企業(yè)技術(shù)創(chuàng)新方面都取得了不錯的成績,但與經(jīng)濟較發(fā)達的省份相比,仍然存在著一定差距。在政府科技投入方面,山東省政府科技投入總量仍然不足,科技投入的力度及強度仍然偏低,且科技投入的結(jié)構(gòu)不盡合理;在企業(yè)技術(shù)創(chuàng)新方面,山東省企業(yè)RD經(jīng)費與RD人員的投入仍然偏低,且企業(yè)技術(shù)創(chuàng)新產(chǎn)出成果并不高。這一系列問題阻礙了山東省的科技發(fā)展,不利于提升山東省的企業(yè)技術(shù)創(chuàng)新水平。因此,如何更好地促進山東省政府科技投入和企業(yè)技術(shù)創(chuàng)新的發(fā)展,進而推動山東省的經(jīng)濟發(fā)展,具有比較重要的現(xiàn)實意義�；谏鲜龅难芯勘尘�,本文重點對山東省政府科技投入和企業(yè)技術(shù)創(chuàng)新的現(xiàn)狀進行了定量分析,并對政府科技投入對企業(yè)技術(shù)創(chuàng)新的影響進行了實證研究,得出政府科技投入對企業(yè)技術(shù)創(chuàng)新具有顯著的杠桿效應;并運用了橫向比較的方法,對山東省、江蘇省和廣東省三個省份政府科技投入與企業(yè)技術(shù)創(chuàng)新的情況進行了對比分析,發(fā)現(xiàn)了山東省在政府科技投入促進企業(yè)技術(shù)創(chuàng)新方面存在的問題;并針對這些問題,提出了相應的對策建議:建立穩(wěn)定的政府科技投入增長機制,優(yōu)化政府科技投入結(jié)構(gòu)機制以及建立企業(yè)技術(shù)創(chuàng)新政策引導機制。
[Abstract]:With the continuous development of social economy, scientific and technological innovation has become the main factor to improve the economic strength of enterprises, and increasingly become the decisive factor to enhance the social competitiveness. At present, the competition among enterprises is becoming more and more fierce. In order to survive and develop in the fierce competition environment and improve the competitiveness, it is necessary for enterprises to carry out technological innovation. However, according to the current development situation of our country, although enterprises pay more and more attention to technological innovation, the technological level is not high and the innovation ability is not strong. The reason is that technological innovation has the characteristics of externality, spillover and risk, etc. To a certain extent, reduce the enthusiasm of enterprises to carry out technological innovation activities. Therefore, it is necessary for the government to take some incentive measures and increase the investment in science and technology to improve the enthusiasm of enterprises to carry out technological innovation. Shandong Province, as a big economic province in China, has made good achievements in the fields of government science and technology investment and enterprise technological innovation in recent years, but compared with the more developed provinces, there is still a certain gap. In terms of government investment in science and technology, the total amount of scientific and technological investment by the Shandong Provincial Government is still insufficient, the intensity and intensity of the investment in science and technology are still on the low side, and the structure of the investment in science and technology is not entirely reasonable; in terms of technological innovation in enterprises, Shandong enterprise R D funds and R D personnel investment is still low, and the enterprise technological innovation output is not high. This series of problems hinder the development of science and technology in Shandong Province, and are not conducive to upgrading the level of technological innovation of enterprises in Shandong Province. Therefore, how to better promote the development of science and technology investment and enterprise technological innovation of Shandong Provincial Government, and then promote the economic development of Shandong Province, has more important practical significance. Based on the above research background, this paper focuses on the quantitative analysis of the current situation of science and technology investment and enterprise technological innovation of Shandong provincial government, and makes an empirical study on the impact of government science and technology investment on enterprise technological innovation. The paper draws a conclusion that government science and technology investment has significant leverage effect on enterprise technology innovation, and makes a comparative analysis on the situation of government science and technology investment and enterprise technology innovation in Shandong province, Jiangsu province and Guangdong province by using the method of horizontal comparison. This paper finds out the problems in promoting the technological innovation of enterprises in Shandong Province, and puts forward the corresponding countermeasures and suggestions: to establish a stable mechanism for the growth of scientific and technological investment of the government. To optimize the structure of government investment in science and technology and to establish a policy guidance mechanism for enterprise technological innovation.
