【摘要】：協(xié)同創(chuàng)新是介于封閉式創(chuàng)新和開放式創(chuàng)新之間的更復雜的技術(shù)創(chuàng)新模式。從交易成本理論、資源基礎(chǔ)理論、動態(tài)能力理論、知識經(jīng)濟等經(jīng)濟學分析來看,協(xié)同創(chuàng)新具有其獨特優(yōu)勢,并且在推動重大技術(shù)進步方面的作用越來越突出。以協(xié)同創(chuàng)新為視角構(gòu)建區(qū)域創(chuàng)新體系,是推動我國創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略實施的有效途徑。在體系構(gòu)建中,企業(yè)發(fā)揮主導性作用,各創(chuàng)新主體形成系統(tǒng)性效用,建立以知識增值、孵化新技術(shù)為目標的利益風險共同體,實現(xiàn)區(qū)域內(nèi)外多層級體系開放互動。政府要進一步理清與市場的關(guān)系,實施普惠式和后補助式的支持政策,扶持或建立創(chuàng)新平臺與孵化器,并打造多層級的知識產(chǎn)權(quán)保護制度。
[Abstract]:Collaborative innovation is a more complex technological innovation model between closed innovation and open innovation. From the economic analysis of transaction cost theory, resource-based theory, dynamic capability theory, knowledge economy and so on, collaborative innovation has its unique advantages and plays an increasingly prominent role in promoting major technological progress. Constructing regional innovation system from the perspective of collaborative innovation is an effective way to promote the implementation of innovation-driven development strategy in China. In the construction of the system, the enterprises play a leading role, each innovation subject forms a systematic utility, establishes the interest and risk community with the goal of knowledge increment and hatching new technology, and realizes the opening and interaction of the multi-level system inside and outside the region. The government should further clarify the relationship with the market, implement inclusive and post-subsidy support policies, support or establish innovative platforms and incubators, and create a multi-level intellectual property protection system.
