【摘要】:我國(guó)目前經(jīng)濟(jì)形勢(shì)穩(wěn)定,整體經(jīng)濟(jì)勢(shì)頭良好,處于快速發(fā)展階段,人民生活水平水平穩(wěn)步提高,居民生活用水和工業(yè)用水量逐步增大,污水處理行業(yè)迎來(lái)快速發(fā)展,處于上升期。這其中以污水處理能力擴(kuò)張迅速、處理率提高、處理量快速增大為主要表現(xiàn)形式。而隨著人口的增長(zhǎng),由于水資源的日益稀缺,污水處理行業(yè)的整體市場(chǎng)需求將呈持續(xù)擴(kuò)大的趨勢(shì)。我國(guó)作為相對(duì)缺少淡水的國(guó)家,政府從政策、法律法規(guī)建設(shè)層面大力推動(dòng)水污染整治、節(jié)能減排和對(duì)水資源的循環(huán)利用等,水處理行業(yè)有強(qiáng)力的政策支撐,前景一片向好。中節(jié)能水務(wù)發(fā)展有限公司(以下簡(jiǎn)稱中節(jié)能水務(wù))是中國(guó)節(jié)能環(huán)保集團(tuán)的全資二級(jí)子公司,專(zhuān)注水務(wù)板塊,是為布局水務(wù)發(fā)展、獲取更大市場(chǎng)份額成立的水務(wù)投資公司。按照中國(guó)節(jié)能對(duì)于中節(jié)能水務(wù)的定位,中節(jié)能水務(wù)業(yè)務(wù)著力在市政污水、大工業(yè)廢水、海水淡化、流域治理、土壤修復(fù)等業(yè)務(wù)領(lǐng)域進(jìn)行投資、建設(shè)、運(yùn)營(yíng)及綜合服務(wù)。BOT(Build-Operate-Transfer,即建設(shè)-運(yùn)營(yíng)-移交)模式是指國(guó)家或地方政府部門(mén)通過(guò)特許經(jīng)營(yíng)權(quán)協(xié)議的形式,把公共基礎(chǔ)設(shè)施項(xiàng)目的投融資、建造、經(jīng)營(yíng)和維護(hù)交付給授予簽約方。BOT模式在我國(guó)水務(wù)行業(yè)得到了較為廣泛的應(yīng)用。作為投資型水務(wù)公司,中節(jié)能水務(wù)將BOT作為主要的項(xiàng)目運(yùn)作模式,目前中節(jié)能水務(wù)下屬的中節(jié)能燕龍(北京)水務(wù)有限公司(以下簡(jiǎn)稱燕龍公司)、中節(jié)能運(yùn)龍(北京)水務(wù)科技有限公司(以下簡(jiǎn)稱運(yùn)龍公司)均為采用BOT模式與地方政府達(dá)成特許經(jīng)營(yíng)協(xié)議成立的項(xiàng)目公司,其人力資源配置問(wèn)題也隨著建設(shè)期的深入與轉(zhuǎn)入運(yùn)營(yíng)產(chǎn)生了一些問(wèn)題。尤其是于2014年初成立的燕龍公司,其人力資源架構(gòu)體系在建設(shè)期進(jìn)行了數(shù)輪有針對(duì)性的調(diào)整,所暴露的問(wèn)題和帶來(lái)的經(jīng)驗(yàn)也為后續(xù)以BOT模式成立項(xiàng)目公司的人力資源體系搭建起到了良好的示范作用。BOT模式下,建設(shè)期、運(yùn)營(yíng)期、移交期存在各自不同的用人特點(diǎn),對(duì)人員的重點(diǎn)需求各不相同。BOT項(xiàng)目建設(shè)期側(cè)重工程建設(shè)、運(yùn)營(yíng)期側(cè)重運(yùn)營(yíng)管理,移交期側(cè)重風(fēng)控評(píng)估。在燕龍公司從建設(shè)期到運(yùn)營(yíng)期的轉(zhuǎn)變中已經(jīng)發(fā)生了人員需求側(cè)重不同的變化。本論文的研究問(wèn)題,就是如何采用科學(xué)的研究方法來(lái)進(jìn)行調(diào)查和分析,對(duì)BOT項(xiàng)目公司在各個(gè)期間人員配置情況進(jìn)行最大限度的優(yōu)化,在滿足公司項(xiàng)目進(jìn)度的前提下,對(duì)人工成本、人員結(jié)構(gòu)進(jìn)行合理控制與配比。本文作者將通過(guò)閱讀人力資源、BOT投資模式、水處理行業(yè)相關(guān)文獻(xiàn);了解國(guó)內(nèi)同行業(yè)企業(yè)相關(guān)狀況;設(shè)計(jì)調(diào)查問(wèn)卷;梳理公司BOT模式項(xiàng)目公司有關(guān)制度、人力資源相關(guān)信息,分析人力資源白皮書(shū)等,力求探究BOT模式下水務(wù)項(xiàng)目公司合理的人員配置結(jié)構(gòu),找到優(yōu)化方案,對(duì)于國(guó)內(nèi)水務(wù)行業(yè)BOT模式人力資源配置具有重要的參考意義。

Bot project construction period focuses on project construction, operation period focuses on operation management, transfer period focuses on risk control evaluation. The research problem of this paper is how to use scientific research methods to investigate and analyze the BOT project company's staffing situation in each period to optimize the maximum, under the premise of satisfying the company's project progress.
