FDI對我國高技術(shù)產(chǎn)業(yè)創(chuàng)新產(chǎn)出影響的門檻效應(yīng)研究

【摘要】:在新一輪技術(shù)革命和產(chǎn)業(yè)變革興起的背景下,各國政府紛紛將戰(zhàn)略重點轉(zhuǎn)向“創(chuàng)新戰(zhàn)略”與“制造業(yè)回歸戰(zhàn)略”。德國和美國自2013年相繼制定了“德國工業(yè)4.0”和“美國國家創(chuàng)新戰(zhàn)略”,我國也于2015年起大力實施“中國制造2025”,以進(jìn)一步促進(jìn)本國的科技創(chuàng)新,力求在高技術(shù)產(chǎn)業(yè)等領(lǐng)域取得更大的進(jìn)步和突破?梢,各國在未來幾年都將更加重視本國技術(shù)的提升,實現(xiàn)高技術(shù)產(chǎn)業(yè)的新突破。經(jīng)過長期發(fā)展,我國高技術(shù)產(chǎn)業(yè)已經(jīng)迎來了一個新的“黃金時代”。自“十二五”以來,盡管內(nèi)資企業(yè)所占比重進(jìn)一步提高,但三資企業(yè)在我國高技術(shù)產(chǎn)業(yè)仍占據(jù)明顯優(yōu)勢。那么考察如何利用好高技術(shù)產(chǎn)業(yè)吸收的大量FDI來提高本地企業(yè)的創(chuàng)新能力,創(chuàng)造更高的創(chuàng)新產(chǎn)出,研究存在哪些因素會對高技術(shù)產(chǎn)業(yè)這一特殊產(chǎn)業(yè)的FDI技術(shù)溢出效應(yīng)產(chǎn)生影響就具有重要的現(xiàn)實意義。眾多學(xué)者對此進(jìn)行考察研究,但并未得出一致的結(jié)論,本文借鑒部分學(xué)者“門檻效應(yīng)”角度,以非線性的角度,考察影響該產(chǎn)業(yè)FDI技術(shù)溢出效應(yīng)的因素,并確定其是否具有門檻效應(yīng)。本文以包含“門檻效應(yīng)”的新知識生產(chǎn)函數(shù),利用2007-2012年30個省份高技術(shù)產(chǎn)業(yè)的面板數(shù)據(jù),考察FDI影響我國高技術(shù)企業(yè)的創(chuàng)新產(chǎn)出的研發(fā)資金投入門檻效應(yīng)和研發(fā)人員投入門檻效應(yīng)。首先在Hansen非動態(tài)面板門檻模型的基礎(chǔ)上分別構(gòu)建研發(fā)資金投入和研發(fā)人員投入的門檻回歸模型,之后采用自抽樣法檢驗門檻個數(shù)和門檻估計值,同時用似然比統(tǒng)計量確定所得門檻值是否為真實值,并依據(jù)門檻值測算回歸模型各系數(shù)指標(biāo),得出高技術(shù)產(chǎn)業(yè)這一特定領(lǐng)域中門檻效應(yīng)對FDI對本地企業(yè)創(chuàng)新產(chǎn)出的影響。另外,為保證回歸結(jié)果的可靠性,采用交互項檢驗的方法對估計結(jié)果進(jìn)行穩(wěn)健性檢驗。研究結(jié)果表明,研發(fā)資金投入和研發(fā)人員投入分別具有單門檻效應(yīng)和三門檻效應(yīng):在研發(fā)資金低投入的省份,FDI對高技術(shù)企業(yè)的創(chuàng)新產(chǎn)出產(chǎn)生的影響是負(fù)向的,在研發(fā)資金高投入的省份,FDI對創(chuàng)新產(chǎn)出有正向影響。而在研發(fā)人員投入上,高技術(shù)產(chǎn)業(yè)企業(yè)必須跨過第二個門檻值才能使FDI發(fā)揮促進(jìn)創(chuàng)新產(chǎn)出的作用,并且,達(dá)到第三個門檻值后這種技術(shù)溢出效應(yīng)將會更加顯著。最后,基于本文的理論分析和實證過程提出對應(yīng)的政策建議。
[Abstract]:Against the background of a new round of technological revolution and the rise of industrial transformation, The governments of all countries have shifted their strategic emphasis to "innovation strategy" and "manufacturing industry return strategy". Germany and the United States have formulated "German Industry 4.0" and "American National Innovation Strategy" since 2013, and China has also vigorously implemented them since 2015. "made in China 2025" to further promote scientific and technological innovation in China, Strive to make greater progress and breakthroughs in high-tech industries and other fields. It can be seen that in the next few years, all countries will pay more attention to the upgrading of their own technology and realize new breakthroughs in high-tech industries. After a long period of development, China's high-tech industry has ushered in a new "golden age". Since the 12th Five-Year Plan, although the proportion of domestic enterprises has further increased, But foreign-funded enterprises still have a clear advantage in China's high-tech industries. Well, how to make good use of the large amount of FDI absorbed by high-tech industries to improve the innovation ability of local enterprises and create higher innovative output, It is of great practical significance to study which factors will affect the FDI technology spillover effect of high-tech industry, a special industry. Many scholars have studied this issue, but have not come to a unanimous conclusion. Based on some scholars'"threshold effect" and nonlinear angle, this paper investigates the factors that affect the spillover effect of FDI technology in this industry, and determines whether it has threshold effect or not. In this paper, a new knowledge production function including "threshold effect" is proposed. Using panel data on high-tech industries in 30 provinces for the period 2007-2012, The threshold effect of R & D capital input and R & D personnel input threshold effect of FDI influencing the innovation output of high-tech enterprises in China is investigated. Firstly, the R D investment and R D investment are constructed based on the non-dynamic panel threshold model of Hansen, respectively. Threshold regression model for personnel input, Then the self-sampling method is used to test the threshold number and the threshold estimate. At the same time, the likelihood ratio statistics are used to determine whether the threshold is true or not, and the coefficients of the regression model are calculated according to the threshold. In order to ensure the reliability of regression results, the threshold effect of FDI on the innovation output of local enterprises is obtained. The method of cross term test is used to test the robustness of the estimation results. Research and development investment and R & D personnel investment have single threshold effect and three threshold effect respectively: in the provinces with low R & D investment, FDI has a negative impact on the innovation output of high-tech enterprises. In provinces with high R & D investment, FDI has a positive impact on innovation output. In R & D personnel input, high-tech industry enterprises must cross the second threshold to enable FDI to play the role of promoting innovation output, and, After reaching the third threshold, this technology spillover effect will be more significant. Finally, based on the theoretical analysis and empirical process of this paper, the corresponding policy recommendations are put forward.
