【摘要】："共創(chuàng)共享"思想是"雙創(chuàng)"政策的理論根基,創(chuàng)新發(fā)展理念是"雙創(chuàng)"政策的理論內(nèi)核。我國的"雙創(chuàng)"政策植根于互聯(lián)網(wǎng)經(jīng)濟興起、經(jīng)濟轉(zhuǎn)型發(fā)展和經(jīng)濟新常態(tài)的國情,與經(jīng)濟體制改革同步而行,與經(jīng)濟增長方式轉(zhuǎn)變相伴而生,與經(jīng)濟社會發(fā)展整體轉(zhuǎn)型升級同頻共振。"雙創(chuàng)"政策實施以來,宏觀效果良好,微觀效果呈現(xiàn)分化,區(qū)域效果個性鮮明。"雙創(chuàng)"政策的全面推進將面臨協(xié)同、管理和人才困境,應(yīng)更加注重"雙創(chuàng)"政策鏈整合優(yōu)化、政策群協(xié)同聯(lián)動、政策差異化供給和國際化面向。
[Abstract]:The idea of "create and share" is the theoretical foundation of the "double innovation" policy, and the idea of innovation and development is the theoretical core of the "double innovation" policy. The "double innovation" policy of our country is rooted in the rise of the Internet economy, the economic transformation and development and the new normal state of the economy. It is synchronized with the reform of the economic system, concomitant with the transformation of the mode of economic growth, and resonates with the overall transformation and upgrading of the economic and social development. Since the implementation of the "double creation" policy, the macro effect has been good, and the microscopic effect has been divided. The overall promotion of "Shuangchuang" policy will face the dilemma of coordination, management and talents. We should pay more attention to the integration and optimization of the "double innovation" policy chain, the coordination of policy groups, the supply of policy differentiation and the international orientation.
