【摘要】:人力資源服務(wù)業(yè)是為勞動(dòng)者和用人單位在就業(yè)和職業(yè)發(fā)展、人力資源合理開(kāi)發(fā)與優(yōu)化配置等方面提供相關(guān)服務(wù)的生產(chǎn)性服務(wù)業(yè)。在全球經(jīng)濟(jì)一體化、知識(shí)經(jīng)濟(jì)系統(tǒng)化的浪潮下,人力資源已經(jīng)成為促進(jìn)經(jīng)濟(jì)增長(zhǎng)、提升企業(yè)核心競(jìng)爭(zhēng)力的第一要素。人力資源服務(wù)業(yè)正是在上述背景中迅速崛起,成為現(xiàn)代服務(wù)業(yè)中十分重要的一種業(yè)態(tài)。美國(guó)是人力資源服務(wù)業(yè)的發(fā)源地,從十九世紀(jì)末開(kāi)始,歷經(jīng)百余年的發(fā)展,人力資源服務(wù)業(yè)在西方發(fā)達(dá)國(guó)家已建立起較為完善的行業(yè)經(jīng)營(yíng)體系和相對(duì)成熟的商業(yè)服務(wù)模式。我國(guó)人力資源服務(wù)業(yè)是在改革開(kāi)放后出現(xiàn)的新興行業(yè),1979年成立的北京外企人力資源服務(wù)公司(FESCO)是我國(guó)第一家人力資源市場(chǎng)服務(wù)機(jī)構(gòu)。經(jīng)過(guò)三十多年發(fā)展,我國(guó)人力資源服務(wù)業(yè)形成了多元化、多層次的服務(wù)體系,行業(yè)規(guī)模不斷壯大,服務(wù)業(yè)態(tài)進(jìn)一步豐富,人力資源優(yōu)化配置能力進(jìn)一步增強(qiáng),行業(yè)集聚效應(yīng)初步顯現(xiàn)。從國(guó)家戰(zhàn)略層面看,對(duì)人力資源服務(wù)業(yè)的大力扶持,是調(diào)整經(jīng)濟(jì)結(jié)構(gòu)、促進(jìn)就業(yè)、保障民生、穩(wěn)定經(jīng)濟(jì)增長(zhǎng)的重要手段。2011年,《國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十二個(gè)五年規(guī)劃綱要》將提升人力資源服務(wù)業(yè)第一次納入五年規(guī)劃,行業(yè)發(fā)展迎來(lái)重要契機(jī)。2014年12月,人力資源和社會(huì)保障部聯(lián)合國(guó)家發(fā)改委、財(cái)政部印發(fā)了《關(guān)于加快發(fā)展人力資源服務(wù)業(yè)的意見(jiàn)》,第一次就發(fā)展人力資源服務(wù)業(yè)在全國(guó)范圍內(nèi)進(jìn)行了全面部署,提出了行業(yè)發(fā)展的主要目標(biāo),八項(xiàng)重點(diǎn)任務(wù)和六大政策措施,將為我國(guó)人力資源服務(wù)業(yè)發(fā)展增添強(qiáng)大動(dòng)力。本文所研究的人力資源服務(wù)企業(yè)-深圳市泛亞人力資源股份有限公司是一家新三板上市(A股證券代碼836995)的中小型人力資源服務(wù)提供商。其業(yè)務(wù)主要包括勞務(wù)派遣、崗位外包以及其他人力資源服務(wù)等。經(jīng)過(guò)多年積累,該公司已經(jīng)取得一定成績(jī)。但總體而言,作為新興服務(wù)產(chǎn)業(yè)的人力資源服務(wù)行業(yè),其發(fā)展歷程不長(zhǎng),行業(yè)市場(chǎng)集中度相對(duì)不高,企業(yè)服務(wù)專業(yè)水平偏低,業(yè)務(wù)同質(zhì)化嚴(yán)重,還遠(yuǎn)未形成成熟的經(jīng)營(yíng)模式,小型服務(wù)商面臨艱難的生存環(huán)境。作為中小型人力資源服務(wù)公司的深圳市泛亞人力資源股份有限公司,現(xiàn)有業(yè)務(wù)相對(duì)傳統(tǒng),主營(yíng)的勞務(wù)派遣業(yè)務(wù)受國(guó)家政策限制等原因發(fā)展后勁不足,附加值較高的業(yè)務(wù)占比過(guò)低,以及存在資金瓶頸、客戶集中風(fēng)險(xiǎn)等問(wèn)題,因此考慮通過(guò)制定業(yè)務(wù)發(fā)展戰(zhàn)略來(lái)改善公司目前經(jīng)營(yíng)狀況,提升公司整體業(yè)績(jī)水平。目前,國(guó)內(nèi)基于人力資源服務(wù)企業(yè)的業(yè)務(wù)發(fā)展戰(zhàn)略研究不多,本論文將在戰(zhàn)略管理理論及方法的指導(dǎo)下,對(duì)該行業(yè)宏觀、微觀環(huán)境進(jìn)行分析,結(jié)合較為典型的中小型人力資源公司-深圳市泛亞人力資源股份有限公司自身的資源分析,為該公司提供戰(zhàn)略指引,并給出一些切實(shí)可行的戰(zhàn)略方案,構(gòu)筑公司核心競(jìng)爭(zhēng)力,使公司可持續(xù)發(fā)展。同時(shí)也希望該研究能對(duì)同業(yè)公司業(yè)務(wù)發(fā)展提供一定參考,對(duì)完善中國(guó)人力資源服務(wù)行業(yè)理論體系起到促進(jìn)作用。
