西安市文化產(chǎn)業(yè)人力資源開(kāi)發(fā)研究

【摘要】:以創(chuàng)意、創(chuàng)新、高技術(shù)和可持續(xù)為特征的文化產(chǎn)業(yè),被譽(yù)為21世紀(jì)的“朝陽(yáng)產(chǎn)業(yè)”,黨的十七屆六中全會(huì)適時(shí)的提出了加快發(fā)展文化產(chǎn)業(yè)的戰(zhàn)略目標(biāo)。近年來(lái),西安市文化產(chǎn)業(yè)發(fā)展迅速,已成為經(jīng)濟(jì)發(fā)展的支柱性產(chǎn)業(yè)。在西安市文化產(chǎn)業(yè)迅速發(fā)展的同時(shí),其人力資源的短板逐漸凸顯,文化產(chǎn)業(yè)人力資源的數(shù)量與質(zhì)量直接影響了西安市文化產(chǎn)業(yè)可持續(xù)性發(fā)展。 論文從西安市文化產(chǎn)業(yè)發(fā)展現(xiàn)狀出發(fā),對(duì)西安市文化產(chǎn)業(yè)發(fā)展現(xiàn)狀、文化產(chǎn)業(yè)人力資源開(kāi)發(fā)環(huán)境、人力資源現(xiàn)狀及其開(kāi)發(fā)現(xiàn)狀進(jìn)行深入的文獻(xiàn)研究和調(diào)查研究;從政府機(jī)構(gòu)、企業(yè)組織、教育科研等三個(gè)宏微觀主體進(jìn)行研究,并選定影響因子,運(yùn)用灰色系統(tǒng)的理論和思想,通過(guò)實(shí)證分析,找出影響人力資源開(kāi)發(fā)的關(guān)鍵因素,研究結(jié)果顯示,在西安市文化產(chǎn)業(yè)人力資源開(kāi)發(fā)中,培訓(xùn)的作用最大,文化傳媒支出、科學(xué)技術(shù)支出、專利及產(chǎn)權(quán)的保護(hù)對(duì)人才的開(kāi)發(fā)作用明顯,教育支出、每萬(wàn)人大學(xué)生人數(shù)對(duì)人才的培養(yǎng)具有重要作用,工資薪酬的激勵(lì)作用有待于進(jìn)一步提高;依據(jù)近幾年西安市文化產(chǎn)業(yè)人力資源的統(tǒng)計(jì)數(shù)據(jù),運(yùn)用灰色系統(tǒng)原理,建立GM(1,1)模型,對(duì)西安市文化產(chǎn)業(yè)人力資源需求數(shù)量進(jìn)行預(yù)測(cè)分析,發(fā)現(xiàn)未來(lái)西安市文化產(chǎn)業(yè)的人力資源需求較大,應(yīng)適時(shí)的制定出文化產(chǎn)業(yè)人力資源開(kāi)發(fā)和人才引進(jìn)的政策。 為了促進(jìn)西安市文化產(chǎn)業(yè)發(fā)展,西安市需要轉(zhuǎn)變政府職能,重視文化產(chǎn)業(yè)人力資源開(kāi)發(fā),制定文化產(chǎn)業(yè)人才培養(yǎng)及引進(jìn)策略,加大文化產(chǎn)業(yè)人力資源開(kāi)發(fā)的投入;文化企業(yè)需要加大薪酬的激勵(lì)作用,制定市場(chǎng)化的薪酬體系;采取切實(shí)的培訓(xùn)措施,重視人力資源的培訓(xùn)開(kāi)發(fā);積極加快區(qū)域經(jīng)濟(jì)發(fā)展,加強(qiáng)科技人才的培養(yǎng),,形成人才集聚效應(yīng)。
[Abstract]:The cultural industry, characterized by creativity, innovation, high technology and sustainability, is regarded as the "sunrise industry" in the 21st century. The sixth Plenary session of the 17th Central Committee of the CPC put forward the strategic goal of accelerating the development of cultural industry. In recent years, Xi'an cultural industry has developed rapidly and has become the pillar industry of economic development. With the rapid development of cultural industry in Xi'an, the shortage of human resources is gradually highlighted. The quantity and quality of human resources in cultural industry have a direct impact on the sustainable development of cultural industry in Xi'an. Starting from the current situation of cultural industry development in Xi'an, this paper makes a deep literature study and investigation on the current situation of cultural industry development, the human resource development environment, the human resource status and the current development situation of cultural industry in Xi'an. From the three macro and micro subjects of government organization, enterprise organization, education and scientific research, and select the influence factors, apply the theory and thought of grey system, through the empirical analysis, find out the key factors that affect the development of human resources. The results show that training plays the most important role in the human resource development of cultural industry in Xi'an. The expenditure of cultural media, science and technology, the protection of patents and property rights, and the expenditure on education are obvious. The number of students per ten thousand students plays an important role in the cultivation of talents, and the incentive effect of salary and salary needs to be further improved. Based on the statistical data of human resources of cultural industry in Xi'an in recent years, the GM (1 ~ 1) model is established to predict and analyze the demand for human resources of cultural industry in Xi'an by using the principle of grey system. It is found that there is a great demand for human resources in the cultural industry in Xi'an in the future, and the policies of human resource development and talent introduction in the cultural industry should be formulated in good time. In order to promote the development of cultural industry in Xi'an, Xi'an needs to change the functions of the government, attach importance to the development of human resources in cultural industry, formulate the strategy of cultivating and introducing talents in cultural industry, and increase the investment in the development of human resources in cultural industry. Cultural enterprises need to strengthen the incentive role of compensation, establish a market-oriented compensation system, take practical training measures, attach importance to the training and development of human resources; Speed up the development of regional economy, strengthen the cultivation of scientific and technological talents, and form the effect of talent agglomeration.
