我國(guó)演出市場(chǎng)體制改革研究

【摘要】:文藝創(chuàng)作、文藝表演,都是以演出市場(chǎng)為載體。藝術(shù)表演以豐富的藝術(shù)內(nèi)涵和多層次的審美價(jià)值為特色,是居民消費(fèi)中喜聞樂見的娛樂形式之一,也成為文化產(chǎn)業(yè)中最具有創(chuàng)造價(jià)值的產(chǎn)業(yè)形態(tài)之一。我國(guó)文化體制改革全面展開,《文化產(chǎn)業(yè)振興規(guī)劃》的實(shí)施、十七屆六中全會(huì)中央對(duì)文化的討論、《“十二五”文化改革發(fā)展規(guī)劃綱要》的發(fā)布,以及在2012年《政府工作報(bào)告》中,溫家寶總理多次提到改革發(fā)展,在如此時(shí)代背景下,研究演出市場(chǎng)體制改革的問題有著積極的現(xiàn)實(shí)意義。 演出市場(chǎng)歷史悠久,對(duì)其管理制度的變遷經(jīng)歷了建國(guó)后的國(guó)家計(jì)劃性統(tǒng)管再到文化體制改革的雙軌制的發(fā)展軌跡。在當(dāng)時(shí)的歷史條件下,計(jì)劃性體制的確對(duì)演出市場(chǎng)的發(fā)展和有效管理起到了一定的積極作用。但是隨著經(jīng)濟(jì)社會(huì)的發(fā)展,演出市場(chǎng)體制改革也面臨著許多改革的陣痛和問題需要解決。美國(guó)、英國(guó)及韓國(guó)對(duì)包括文藝演出在內(nèi)的文化產(chǎn)業(yè)的管理模式為我國(guó)提供了很好的借鑒經(jīng)驗(yàn)。 根據(jù)馬克思的“藝術(shù)生產(chǎn)理論”;西方馬克思主義學(xué)者對(duì)“文化工業(yè)”的批判理論,運(yùn)用文獻(xiàn)研究方法、案例調(diào)查方法、數(shù)據(jù)分析方法、比較研究方法,分析研究我國(guó)的演出市場(chǎng)體制改革中遇到的問題及對(duì)策。對(duì)演出幣場(chǎng)體制及其發(fā)展歷程進(jìn)行梳理,在此基礎(chǔ)之上,指出當(dāng)前演出市場(chǎng)體制改革取得的一些階段性實(shí)踐成果,但是也存在著一些問題,并就如何解決當(dāng)前我國(guó)演出市場(chǎng)體制改革存在的.問題提出對(duì)策建議。特別是針對(duì)演出市場(chǎng)體制改革依然面臨的體制核心計(jì)劃性特點(diǎn)明顯;市場(chǎng)意識(shí)淡薄、市場(chǎng)運(yùn)作乏力;演出經(jīng)營(yíng)不按市場(chǎng)要求發(fā)展;微觀問題嚴(yán)重等問題進(jìn)行了重點(diǎn)原因分析,并提出要在宏觀上轉(zhuǎn)變體制核心計(jì)劃性;積極開拓市場(chǎng)、成為獨(dú)立的市場(chǎng)主體;實(shí)現(xiàn)產(chǎn)業(yè)化運(yùn)作;微觀上完善投融資制度;規(guī)范演出票價(jià);進(jìn)一步培育、鼓勵(lì)、引導(dǎo)國(guó)民文化消費(fèi)的對(duì)策,希冀對(duì)我國(guó)演出市場(chǎng)體制改革發(fā)展有所助益。
[Abstract]:Literary and artistic creation and literary performances are all based on the performance market. Art performances are characterized by rich artistic connotations and multi-level aesthetic values, and are one of the popular forms of entertainment among residents' consumption. It has also become one of the most creative industrial forms in the cultural industry. The reform of the cultural system in China has been carried out in an all-round way, and the implementation of the "Plan for the Revitalization of Cultural Industry", The discussion on culture at the sixth Plenary session of the 17 CPC Central Committee, the publication of the outline of the 12th Five-Year Plan for Cultural Reform and Development, and the 2012 "Government work report", in which Premier Wen Jiabao mentioned reform and development many times, and against this background of the times, It is of positive practical significance to study the reform of performance market system. The performance market has a long history, and the change of its management system has experienced the development of the dual track system after the founding of the people's Republic of China, and then to the reform of the cultural system. Under the historical conditions at that time, It is true that the planned system has played a positive role in the development and effective management of the performance market. But with the development of the economy and society, the reform of the performance market system is also facing many pains and problems that need to be solved. Britain and South Korea provide good experience for our country in the management mode of cultural industry including theatrical performances. According to Marx's "Theory of Art production" and Western Marxist scholars' critical theory of "cultural industry", the methods of literature research, case investigation, data analysis and comparative research are used. This paper analyzes and studies the problems and countermeasures encountered in the reform of the performance market system in China, combs the performance currency market system and its development process, and on this basis, points out some phased practical achievements of the current performance market system reform. But there are also some problems, and how to solve the current performance market system reform in China, and put forward countermeasures and suggestions, especially in view of the performance market system reform is still facing the characteristics of the system core planning is obvious; The market consciousness is weak, the market operation is weak, the performance management does not develop according to the market requirements, the microcosmic problems are serious and so on, the key reasons are analyzed, and it is suggested that the core planning of the system should be changed in the macro level, and the market should be actively developed. To become an independent market subject; to realize the industrialization operation; to improve the investment and financing system microscopically; to standardize the performance ticket price; to further cultivate, encourage and guide the national cultural consumption, in the hope that it will be helpful to the reform and development of the performance market system in China.
