中國傳媒產(chǎn)業(yè)分類管理研究

【摘要】:傳媒業(yè)不同于一般行業(yè),它的發(fā)展不僅關(guān)系到傳媒經(jīng)濟(jì)發(fā)展,也關(guān)系到國家輿論安全。傳媒業(yè)發(fā)展的關(guān)鍵在于傳媒管理制度的優(yōu)化和完善。 本文從媒介的多重功能和屬性出發(fā),總結(jié)目前媒介管理的困境,提出必須實行媒介分類管理。從我國傳媒業(yè)改革歷程來看,我國對傳媒業(yè)的管理事實上在逐步實行分類管理,但是仍存在問題,特別是現(xiàn)行的剝離轉(zhuǎn)制,實際上是回到了“事業(yè)單位,企業(yè)化管理”的狀態(tài),分類管理不徹底,,出現(xiàn)了管理體制反復(fù)、產(chǎn)權(quán)不清等問題。作者認(rèn)為,必須實行徹底的媒介分類管理制度,為傳媒業(yè)的健康發(fā)展提供良好的制度保障。因此,筆者提出構(gòu)建分類管理的基本目標(biāo),按照媒介組織、產(chǎn)權(quán)、形態(tài)、內(nèi)容、人力資源五個方面設(shè)定管理目標(biāo)和內(nèi)容,媒介分類管理一方面可以徹底改變混亂的傳媒管理體制,另一方面各類媒體承擔(dān)不同功能,有利于媒介功能發(fā)揮。 為了使我國傳媒業(yè)健康發(fā)展,實行分類管理體制是必然趨勢,就如何實現(xiàn)傳媒管理目標(biāo),筆者設(shè)計了分類管理制度和方式,首先是宏觀管理體系的構(gòu)建,包括媒介組織改革、產(chǎn)權(quán)體系改革兩部分,組織形式是媒介管理體系的基礎(chǔ),首先得從法律上明確我國媒介組織形式,分類管理體制改革的核心是產(chǎn)權(quán)問題,考慮到目前我國傳媒業(yè)的現(xiàn)狀,產(chǎn)權(quán)改革必須分步進(jìn)行,筆者提出分三步進(jìn)行,使傳媒由國有傳媒逐步轉(zhuǎn)變到公司制。微觀管理體系包括內(nèi)容管理和媒介形態(tài)管理兩個部分,二者可同步進(jìn)行改革。 總之,中國的傳媒業(yè)要發(fā)展壯大,必須進(jìn)行傳媒管理體制的改革,筆者從我國傳媒業(yè)現(xiàn)狀出發(fā),分析目前傳媒業(yè)管理存在的問題,并提出了分類管理改革的目標(biāo)和途徑,期望對我國傳媒的改革實踐提供借鑒。
[Abstract]:The development of media industry is not only related to the development of media economy, but also to the security of national public opinion. The key to the development of media industry lies in the optimization and perfection of media management system. Based on the multi-functions and attributes of the media, this paper summarizes the predicament of media management at present, and puts forward the necessity of carrying out the classified management of the media. From the perspective of the reform course of the media industry in China, the management of the media industry in our country is in fact gradually implementing the classified management. However, there are still some problems, especially the current stripping system, which actually returns to the state of "institution, enterprise management", the classification management is not thorough, the management system is repeated, the property right is not clear, and so on. Therefore, the author puts forward the basic goal of constructing classified management, according to media organization, property right, form, content, etc. On the one hand, the media classified management can completely change the chaotic media management system, on the other hand, all kinds of media assume different functions, which is beneficial to the media function. In order to make the media industry develop healthily, it is an inevitable trend to carry out the classified management system. On how to realize the target of media management, the author designs the classified management system and ways, the first is the construction of the macro management system, including the reform of the media organization. The organizational form is the basis of the media management system. First of all, we must make clear the media organization form in our country from the legal point of view. The core of the classified management system reform is the property right problem, considering the present situation of the media industry in our country. The reform of property rights must be carried out step by step, and the author proposes that the media should be divided into three steps to make the media gradually change from state-owned media to corporate system. The micro management system includes two parts: content management and media form management, both of which can be reformed simultaneously. In short, in order to develop and strengthen the media industry in China, we must carry out the reform of the media management system. From the point of view of the present situation of the media industry in China, the author analyzes the problems existing in the management of the media industry at present, and puts forward the objectives and ways of the reform of the classified management. It is expected to provide reference for the reform practice of Chinese media.
