文章摘要：網(wǎng)絡(luò)文化產(chǎn)業(yè)制度創(chuàng)新的目的在于降低原有制度體系下的高交易成本,提高網(wǎng)絡(luò)文化產(chǎn)業(yè)的整體效率、增加社會效益。制度創(chuàng)新層級、創(chuàng)新范域和創(chuàng)新強度形成＂三位一體＂的網(wǎng)絡(luò)文化產(chǎn)業(yè)制度創(chuàng)新評價模型,通過構(gòu)建制度創(chuàng)新層級指數(shù)、創(chuàng)新范域指數(shù)、創(chuàng)新強度指數(shù)和創(chuàng)新綜合指數(shù)對1994-2011年間171項網(wǎng)絡(luò)文化產(chǎn)業(yè)制度進行量化實證分析發(fā)現(xiàn)：歷經(jīng)17年的積累,中國已逐步建立起網(wǎng)絡(luò)文化產(chǎn)業(yè)制度體系,但＂高數(shù)量＂的背后缺乏＂高質(zhì)量＂,尤其是法律制度缺席;總體演化趨勢呈現(xiàn)震蕩式倒U型發(fā)展態(tài)勢,2000年為中國網(wǎng)絡(luò)文化產(chǎn)業(yè)制度創(chuàng)新的頂峰,2002年、2006年和2009年掀起了21世紀(jì)以來制度創(chuàng)新的新高潮,2010年以來趨向平穩(wěn),表明產(chǎn)業(yè)發(fā)展日趨穩(wěn)定。鑒于此,應(yīng)加強網(wǎng)絡(luò)文化產(chǎn)業(yè)制度創(chuàng)新的頂層設(shè)計,建立系統(tǒng)性、預(yù)見性的網(wǎng)絡(luò)文化產(chǎn)業(yè)制度創(chuàng)新體系,借鑒＂3C原則＂,建立多元主體公共治理模式。

Abstr：The purpose of the network cultural industries institutional innovation is to reduce transaction costs of original system and improve the overall efficiency of network cultural industries,and to increase social benefits.In this paper,institutional innovation evaluation model of the network cultural industries include the institutional innovation level,innovative domains and innovation intensity.By building the institutional innovation level index,innovative domains index,innovation intensity index and innovative composite index to the empirical analysis for 171 systems from 1994 to 2011： after 17 years of accumulation,China＇s network cultural industry system has established,although there are a lot of system,but quality is low,especially the lack of legal system.In addition,the overall evolution trend showing ＂inverted-U＂ state： In 2000,the most active institutional innovation;2002,2006,2009,institutional innovation is very active,but since 2010,institutional innovation tends to smooth,indicating that network cultural industries development became increasingly stable.In view of this,the top-level design of network cultural industries institutional innovation should be strengthened to establish a systematic,predictable institutional innovation system,and draw on the 3C principles to establish public governance model for multiple subjects.
