【摘要】：創(chuàng)投引導(dǎo)基金是我國依據(jù)本國國情,在學(xué)習(xí)發(fā)達(dá)國家經(jīng)驗(yàn)的基礎(chǔ)上,不斷摸索與實(shí)踐的產(chǎn)物。內(nèi)蒙古自治區(qū)自2009年開始成立創(chuàng)投引導(dǎo)基金,旨在發(fā)揮政府資金杠桿放大效應(yīng),扶持創(chuàng)業(yè)投資企業(yè)發(fā)展,引導(dǎo)社會(huì)資金進(jìn)入創(chuàng)業(yè)投資領(lǐng)域,投向自治區(qū)重點(diǎn)發(fā)展的行業(yè)領(lǐng)域。隨著政府創(chuàng)投引導(dǎo)基金的不斷發(fā)展與完善,如何達(dá)到創(chuàng)投引導(dǎo)基金的引導(dǎo)效果、如何準(zhǔn)確選擇適合本土發(fā)展的產(chǎn)業(yè)進(jìn)行扶持、如何確保財(cái)政資金安全收益的實(shí)現(xiàn)等問題日益突出,亟待解決。本文通過研究內(nèi)蒙古創(chuàng)投引導(dǎo)基金現(xiàn)有的運(yùn)作模式,發(fā)現(xiàn)內(nèi)蒙古政府創(chuàng)投引導(dǎo)基金目前存在資金來源有限、欠缺優(yōu)質(zhì)投資項(xiàng)目、資金投向不符合政策指向等問題,其主要原因?yàn)檎邔?dǎo)向與投資人利益訴求存在分歧、引導(dǎo)方式不合理、激勵(lì)與補(bǔ)償機(jī)制不明確等。針對(duì)發(fā)現(xiàn)的問題及其原因,本文最后提出了相關(guān)的政策建議,政府應(yīng)承諾適當(dāng)?shù)募?lì)和補(bǔ)償機(jī)制,適度投資省外項(xiàng)目,加大對(duì)引導(dǎo)基金投資企業(yè)的早期投入,并構(gòu)建和推進(jìn)引導(dǎo)基金的多樣化退出機(jī)制。
[Abstract]:Venture Capital guiding Fund (VCF) is the product of our country's exploration and practice on the basis of learning from the experience of developed countries according to our own national conditions. Since 2009, Inner Mongolia Autonomous region has established the Venture Capital guiding Fund, which aims to give full play to the leverage effect of government funds, to support the development of venture capital enterprises, to guide social funds into the field of venture capital investment, and to invest in the key areas of development of the autonomous region. With the continuous development and improvement of the government venture capital guidance fund, how to achieve the guiding effect of the venture capital guidance fund, how to select the industry suitable for local development to support, How to ensure the realization of financial funds security income and other issues are increasingly prominent, urgent need to be solved. By studying the existing operating mode of the Inner Mongolia Venture Capital guiding Fund, this paper finds that the Inner Mongolia Government Venture Capital guidance Fund has limited capital sources, lack of high-quality investment projects, and the investment of funds does not conform to the policy direction, and so on. The main reasons are that there are differences between policy orientation and investors' interest demands, unreasonable guiding methods, unclear incentive and compensation mechanisms, and so on. In view of the problems and their causes, this paper finally puts forward some relevant policy recommendations. The government should promise appropriate incentive and compensation mechanisms, appropriately invest in projects outside the province, and increase the early investment in guiding fund investment enterprises. And construct and promote the diversification exit mechanism of guide fund.
